On August 5, 2024, Governor Maura Healey signed the Affordable Homes Act, a robust $5.16 billion housing bond bill that includes several key policy priorities for Cape Cod, Martha's Vineyard, and Nantucket. Most of the Affordable Homes Act lays critical groundwork for the necessary resources and zoning changes to increase housing production and protect residents. The Healey administration projects that the Affordable Homes Act will support the production, preservation, and rehabilitation of more than 65,000 homes statewide over the next five years. It is the most significant housing bond bill ever filed in Massachusetts, at over triple the spending authorizations of the last housing bill passed in 2018. Are you a land use professional and live in WAKEFIELD, WINCHESTER, ROCKPORT, CHELMSFORD, CONCORD or ANDOVER MA? If so, make sure you attend your Town Meeting or have let your Town Meeting Rep know where you stand on the adoption of zoning under the so-called MBTA Communities Act/3A. Those votes are happening on APRIL 29th - TONIGHT (Wakefield, Winchester, Rockport, Chelmsford, Concord) and APRIL 30th (Andover) - TOMORROW. Here in Massachusetts, as across the country, we are desperately in need of more housing to remain economically competitive. And the MBTA Communities zoning has the potential to create 'missing middle' moderately dense housing that can make our towns more livable, economically vibrant (think - coffee shops, grocery stores, hardware stores, local retail, in addition to supporting your commercial tax base). Without enabling the creation of more housing, the costs of renting and buying homes will continue to go up, making it increasingly difficult to attract the young folks and young families that are critical to our communities' ecosystems.

The fourth and final key strategy outlined in the Tulsa Housing Strategy calls for improved processes and policies to bolster housing development. To achieve this objective, it's essential to advocate for, align and refine policies to eliminate obstacles to housing development across all categories. Crucial components include enhanced communication for housing needs and increased support and resources at the state level. Here are the priority actions aligned with this strategy: ➣ Form a Housing Coalition. ➣ Improve the development review and approval process. ➣ Continue to amend the zoning code to remove barriers for housing. ➣ Create an affordable housing priority program. Bloom Housing is focused on increasing access to affordable housing. But there is the very real question: how do we increase access if there isn't enough affordable housing? And, when there is so much demand for comparatively little available affordable housing, how are residents selected? My team and I spent the past several months (and years) trying to understand these questions and their answers more deeply by researching lotteries within the affordable housing space. Many areas of the U.S. are making the shift to housing lotteries because they're believed to be more equitable, offering every applicant, regardless of available time or the resources available to them, a fairer chance at housing. ✍ I wrote about this research and what we learned from our partners in a new article on Bloom Housing's blog.
