For AFSCME member Shaun Rutherford, a field supervisor for Maryland's Division of Parole and Probation, passing HB 260/SB 192 and enabling collective bargaining rights for supervisors would mean the following: "As supervisors, the work we do is often identical to the work state employees do, only with added responsibility. Because of that, we need to have a seat at the table just like the employees we supervise. I have watched employees leave, and reject promotions, because of the rights they would lose. Each one of those was a massive loss to the State of Maryland. We are asking for a seat to work together with the administration, and our management. We are asking for collaboration.
