Very pleased to have held the pen on this report, and to see it get the attention it rightly deserves. #PR24 isn’t like other price reviews, because: 1) companies need to deliver a massive step change in #investment for customers and the environment, both over the next 5 years and over the coming decades; and, 2) to #finance this investment, companies need to raise unprecedented sums of new equity. Raising new equity on this scale has never been tested within Ofwat’s regime. We are therefore in unchartered territory. Once this is acknowledged, a framework is needed to assess the #investability of Ofwat’s proposed regulatory settlements. This is exactly what our report does, based on Oxera Consulting LLP's own analysis and, crucially, extensive investor feedback.
