Today at World Water Week, the #CEOWaterMandate is pleased to launch the new "Water Resilience Assessment Framework Guidance for Basin Managers and Planning Authorities." This guidance is part of a three-document series tailored for specific stakeholders to address #WaterResilience. By identifying the challenges, from gradual droughts to sudden floods, this third and final #WRAFGuidance empowers basin managers and planning authorities (BMPA) to develop effective resilience strategies. The framework promotes a holistic approach, guiding BMPA to develop basin-wide strategies. It provides guidance to focus on impactful actions and tools to track progress and transparency. Researchers, water professionals, and community groups can leverage this framework to develop better tools and best practices for building resilient water systems everywhere. 🌊 ⛈️ There’s a lot of technical data in this report but what’s perhaps most interesting is the different ways in which we’re experiencing the impacts of climate change on water around the world. What particularly strikes me is that there are no measures where indicators are universally in one direction. Instead, we are experiencing more extremes, but differently – here a just three of the eight areas covered by the report: - River discharge – 2023 was the driest year for global rivers in over three decades. But 17% of rivers saw above normal discharge. - Reservoirs – While 41% saw below and much-below normal in-flows, 21% saw above and much-above in-flows - Groundwater levels – of the 160,000 wells in 40 countries, 30% were below and much below normal and 30% were above and much above normal. There’s lots more data in the report. Not least, a round up of some of the most significant hydrological events of 2023 – which included mainly floods but also heatwaves and droughts. Some examples: - Flooding in Libya destroyed large parts of Derna, caused at least 4,700 deaths and repairs and reconstruction will cost an estimated $1.8bn US. - Flooding in the Horn of Africa displaced 4 million people across Somalia, Kenya and Ethiopia. - Flooding in Italy required the evacuation of over 23,000 people and resulted in loses of between $8.6 and $9.75bn US. - Flooding on New Zealand’s North Island killed 15 people and led to losses of between $5.3 - $8.6bn US. - Heatwave and drought caused $14.5bn of losses in the United States. This is the biggest challenge water leaders face today: the moment in a crisis when cool headed engineering decisions give way to emotion. It can make or break a utility. Rolfe Eberhard's investigation of the Cape Town Day Zero crisis published this month in GWI is the most important thing you will read about the nature of the real challenge facing the water industry today. The lessons are not what you expect, but everyone is going to have to learn them as extreme droughts and floods become more frequent. Managing different water resources, like surface water and #groundwater, in isolation, leads to poor outcomes. Just think of historic flood control that didn’t account for natural water retention (and groundwater recharge) through proper flood plain management. Or the pumping of groundwater next to rivers that is not controlled through management instruments, while pumping directly from the river is. How to implement #environmentalflows in this context? Examples abound and identifying more congruent and conjunctive approaches to managing water resources, whether for irrigation, water supply or nature-based solutions, is pivotal. Finding solutions to water scarcity and water-related conflicts and building regional peace and prosperity among water-sharing countries also need a ‘joined-up’ approach. In 2023, GWP supported 9 transboundary water management institutions and 6 regional organisations in the advancement of transboundary cooperation, contributing to #WaterSecurity and peace. 💧 The Governments of Mozambique and Zimbabwe signed the 𝗕𝗨𝗣𝗨𝗦𝗔 𝗪𝗮𝘁𝗲𝗿 𝗖𝗼𝘂𝗿𝘀𝗲𝘀 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗘𝘀𝘁𝗮𝗯𝗹𝗶𝘀𝗵𝗺𝗲𝗻𝘁 𝗔𝗴𝗿𝗲𝗲𝗺𝗲𝗻𝘁 in May 2023, a process closely supported by Global Water Partnership Southern Africa. The agreement allows for coordinated management, protection, and utilisation of the Buzi, Pungwe and Save tri-basin shared between the two countries and puts both countries in a better position to react to hazards such as #floods, #droughts, and cyclones.
