New research shows full practice authority states reduce total health care costs for people with diabetes by 20% in urban areas, and drive down rural usage of advanced medical services by people with diabetes by about 10%. In other words, states can dramatically reduce health care costs without sacrificing the quality of care simply by deregulating their health care labor markets. And it doesn't cost a dime of taxpayer money. Obviously, some advanced diagnostic and treatment decisions and procedures can only be handled by doctors. But NPs undergo rigorous training programs that enable them to provide most primary care services — and identify when a consultation with a medical doctor is advisable. NPs are just as adept as doctors at diagnosing common diseases and prescribing widely used drugs. It's time for Pennsylvania to grant our NPs full practice authority and make it easier for patients to access high-quality health care. The proposed rule with comment went on display at the Office of the Federal Register’s Public Inspection Desk on July 10, 2024, and will be available until the regulation is published on July 31, 2024. The comment period will close on September 9, 2024. If finalized, these changes would go into effect January 1, 2025. Extreme gratitude to our advocates at the National Association of Rural Health Clinic (NARHC) for their analyzation of the proposed rule specific to RHC’s and the related provisions to ensure that safety net providers can take full advantage of these requirements. A brief list is provided below while NARHC works to supply a full summary in the coming weeks while submitting comments on behalf of the RHC community. The toolkit focuses on three levels of healthcare delivery using the social-ecological model of health to address 1) the individual level focusing on the patient – provider relationship; 2) the interpersonal level focusing on the provider – care team member relationship; and 3) the community level focusing on relationship between organizations. Preventive-medicine physicians specialize in implementing measures to promote health and well-being. These doctors focus on the causes of disease, reducing the need for costly medical intervention. However, training opportunities for preventive medicine are limited by funding. It is crucial for Congress to invest in training providers to specialize in both clinical care and public health—realizing value-based approaches to population health. Increasing the number of preventive-medicine-trained physicians would generate low-cost, high-value opportunities to improve existing health-department services, benefiting communities and helping the nation’s bottom line
