One of the questions voters may have about the March 19 Palos 118 referendum: If the referendum fails, will my taxes go down?  And the answer is no. Without additional operating revenue, the school district will become even more reliant on short-term borrowing to maintain its school facilities and cover day-to-day expenses. This will result in continued borrowing costs to taxpayers at a time when interest rates continue to rise. On Tuesday, November 5, 2024, our community will vote on two referendum questions. Question #1 is an operating referendum of $424 per pupil unit. An approved operating levy would have an impact of $130 per year (or $10.83 per month) on a home with an assessed value of $250,000 in our community. Question #2 is a $30 million facility bond referendum to address our deferred maintenance needs. An approved bond would have NO TAX IMPACT on district residents. A question voters may have about the Palos 118 referendum is “Will voting “Yes” increase property taxes? “ The answer is no. Voting “yes” will not increase or decrease your property taxes. The proposed increase in the operating tax rate will be offset by a corresponding decrease in the debt service tax rate resulting in NO additional tax burden. What is an Alternative Approval Process (or AAP)? Council has decided to use an Alternative Approval Process (or AAP) to gauge electorate approval for the borrowing required for the Build Kamloops program - so what does that mean? An AAP is a faster, more cost-effective alternative to a referendum. It works like a petition instead of an election, meaning only those residents opposed to the long-term borrowing proposal need to take action. If you’re happy and you know it, no action is required! The City is currently waiting on provincial approval of the borrowing bylaw. Once it’s approved, residents will have 30 days to submit an Elector Response Form to City Hall if they oppose the borrowing proposal. If more than 10% of eligible electors submit forms, the borrowing cannot proceed without a referendum. After the referendum, there was no debate or vote by MPs on the specific question of WHETHER #Brexit should go ahead. The then Brexit Secretary, David Davis, erroneously told Parliament in January 2017 that a Parliamentary decision wasn’t necessary, as ‘the decision’ to leave had already been taken by the referendum. A ‘decision’ that the Supreme Court ruled was not capable of being made by an advisory referendum.
