3 ideas to save the Luxembourg Space Agency program.
The Luxembourg Space Agency (LSA) illustrates more than any other public entity the contradictions of our economic policies.
Flashback:
- On June 3rd 2016, Etienne Schneider and Xavier Bettel launched ,www.spaceresources.lu, with a bang! (Source: Space Policy Online https://lnkd.in/e9gZPUW8)
- 8 years after, LSA is still hosted by the Ministry of Economy, so you need to check the Ministry's annual report to evaluate its "performance". Source: Government Page 101-110: https://lnkd.in/eKfriWWq
- Otherwise, LSA offers this short 2022 video wrap-up 🤣: https://lnkd.in/eE4-4WJQ
and this poster 😳: https://lnkd.in/eqs9V5Xs (Maybe the most expensive fancy poster ever produced "in the history of mankind" 😬)
Key metrics:
- 60 new Public and private actors
- 700 new jobs since 2016.
- 127 millions invested by the State from 2023 to 2027 in ESA programmes.
I'll say it as diplomatically as I can: maybe after 8 years of 'stellar events' and worldwide networking, we should consider 'aborting' this programme. It was a good idea, but clearly, the take-off did not go according to plan.
Before that, can I suggest 3 ideas to save the programme:
*Financing
Here is the official "Space Directory": https://lnkd.in/dzY98kPw
Once you remove the public entities, the very old local companies, Uni satellites and the Post ecosystem, you have a few Start-ups left, many of which I have had coffee with. Several CEOs told me the same story: they thought that they would find VC funding in Luxembourg. They don't. And they struggle to open a bank account or get ESA funding they could get from Germany or France.
The main focus seems to be the creation of a "legal framework". This idea simply reflects the importance of Law Firms in local lobbying after 30 golden years of "Investment Fund" legal services.
Idea #1: Focus on PE and VC funding instead! (Where we have a full ecosystem of top companies with back/middle office presence)
*Accountability
Right now, LSA is mostly feeding a group of well paid employees and consultants. Vintage Luxembourg!
Idea #2: Focus on your "clients": entrepreneurs. Help them open a bank account, hire, innovate, raise funds... and report every quarter the progress made: jobs created, funds raised, patents granted, contracts signed, etc
*Governance
Here the Board: https://lnkd.in/e5bTwir2
You can work night and day as a public servant: you need the precious experience from industry experts.
Idea #3: Invite 3 experienced entrepreneurs to your Board. Can I suggest Peter Platzer? Omar Qaise 🛰? Roger Assaker?
Long story short: the space landscape changed a lot in 8 years. SpaceX and China, became the space gatekeepers next to Russia. If space mining becomes a reality, they won't need Luxembourg. SES Satellites is already suffering from Starlink's competition. So let's find our place in this complex value chain. A financial place of course!
Let's make it happen.
