70 CARBON REDUCTION STANDARDS TO BE PUBLISHED THIS YEAR BY CHINA   🏛️ On 8 August, Chinese regulators released an action plan which specifies the overall goals and main tasks for establishing national standards for all key industries. The targets are ambitious:   ✔️ In 2024, China aims to basically achieve full coverage of carbon emission accounting standards for key carbon-intensive industries. These national standards encompass guidelines for accounting emissions from industries participating in the compliance market, along with other criteria relevant to offset programs. ✔️ In 2025, the technical indicators of energy consumption and efficiency of these industries will basically reach the international levels.   🌍 The achievement of these targets is conducive to help China achieve its dual carbon targets.   ❓ Is this move somewhat expected? ✔️ In previous months, the Chinese regulators successively released policy documents regarding the topic of carbon accounting, particularly the implementation plan on carbon footprint management system in 4th June, as well as the work plan for the carbon emission dual control system on 2nd August. ✔️ The release of this action plan can be considered as a follow-up move, which clarifies more details about establishing a comprehensive set of national standards for carbon accounting, carbon footprint, energy efficiency, etc. ❓ Implications for the compliance and voluntary markets?   ✔️ The introduction of national standards for enterprises in key industries 🏭 such as iron & steel, building materials, nonferrous metals, petrochemicals and chemicals (as declared in Article 2.1) is a good preparation for the scope expansion of the national ETS to these carbon-intensive sectors.   ✔️ So far, China’s national offset credits - CCERs are restricted to only domestic use. The development of national standards which meet international levels is important to internationalise China’s offset credits, for example, under the Carbon Offsetting and Reduction Scheme for Civil Aviation (CORSIA) ✈. Chinese regulators in the 2024 report for the national carbon market published some days ago underlined that China aimed to explore feasible paths for its national voluntary market to participate in the CORSIA. CCERs were granted as eligible units during the pilot phase of CORSIA (2021-2023), but not anymore during the current first phase (2024-2026). From the second phase (2027-2035), participation in CORSIA will be mandatory. And the launch of high-quality carbon accounting standards is necessary for CCERs be recognised as eligible units under CORSIA again.
