As we prepare to welcome spring, please remember that annual Tier II reports for facilities that are covered under the federal Emergency Planning and Community Right-to-Know Act (EPCRA) are due on March 1, 2024, for reporting year 2023. EPCRA is a federal law that protects local community residents and first responders from exposure to hazardous materials. Every year on March 1st, Massachusetts facilities covered under EPCRA must submit their Tier II report for the previous calendar year to their Local or Regional Emergency Planning Committee (LEPC/REPC), their Local Fire Department, and the Massachusetts State Emergency Response Commission (SERC). The Federal Emergency Management Agency (FEMA) has taken a significant step towards increasing equity in its Individual Assistance program. FEMA's interim final rule (IFR) simplifies the processes, removes barriers to entry, and increases eligibility for certain types of assistance under the program. Effective today, the rule applies to any disasters declared on or after March 22, 2024. The comment period for the rule closes on July 22, 2024. Our legal counsel committee has discussed the IFR's legal and regulatory framework and the operational side many times this week at the National Emergency Management Association mid-year. 𝗔𝗽𝗽𝗿𝗼𝘃𝗲 𝗦𝘁𝗮𝘁𝗲𝘄𝗶𝗱𝗲 𝗠𝘂𝘁𝘂𝗮𝗹 𝗔𝗶𝗱 𝗔𝗴𝗿𝗲𝗲𝗺𝗲𝗻𝘁 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝗦𝘁𝗮𝘁𝗲 𝗼𝗳 𝗙𝗹𝗼𝗿𝗶𝗱𝗮 𝗗𝗶𝘃𝗶𝘀𝗶𝗼𝗻 𝗼𝗳 𝗘𝗺𝗲𝗿𝗴𝗲𝗻𝗰𝘆 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 During the recent City Council meeting, the Council approved the updated Statewide Mutual Aid Agreement with the State of Florida Division of Emergency Management (FDEM). This agreement allows the City to request assistance from any participating party, including FDEM, during major or catastrophic disasters as defined in section 252.34, Florida Statutes. It also ensures reimbursement for any aid provided by the city to others. Safety and preparedness are top priorities, and this agreement strengthens our ability to respond effectively in times of crisis.

Emergencies present difficult situations for public officials, who might experience the direct effects of an emergency while also having to respond to it. Among other important findings, the new report on the response to Cyclone Gabrielle in Hawke’s Bay highlighted the challenges in getting what is needed at speed in an emergency response. The independent reviewers found that there’s a need for procurement systems that can be used in disasters that balance the need for accountability with the need to get, and roll out, resources at speed. CYCLONE GABRIELLE AS OUR DESERT ONE Exactly the same is true of Emergency Management in New Zealand today. Although there are several.competent operators and leaders. spread randomly around the country, in disparate, poorly connected organisations. Trained to very different standards. Competent to varying degrees in different, often incompatible systems situational awareness and coordination systems. Connected to communities to very varied degrees. We need to do with Emergency Management here what was done with special forces in the USA after that disastrous operation in 1980. Date 21-Jan-2020, In partnership with Rivers State RedCross and the Johns Hopkins University, a stimulation of emergency response were conducted at mile-4 axis of Port Harcourt, Rivers State... Expected emergency response team which includes: the police, the fire service, the traffic management team, the ambulance and hospitals owned by both government and private facilities, etc, all parameters turned out poorly in the emergency management system. The report and briefing was shared with the Rivers State Govt through the office of the special duties at the time.... My question is simple; have we recorded improvement on our emergency response as a community? What are the lessons? And can we make a positive change to our society in our capacity?

The principles of the Emergency Response Framework 2. WHO’s responsibilities and accountabilities during emergency response 3. Emergency related resources, such as the eSOPs for emergencies and the contingency fund for emergencies
