The Pennsylvania Department of Environmental Protection is issuing $39.6 million in state grant funding to assist diesel-fueled fleets in transitioning to zero-emission vehicles, a portion of which will go to Class 8 refuse vehicle fleets. Five of the listed recipients will acquire a total of 32 battery-electric refuse collection vehicles. The grants will also support building charging capacity for the new vehicles. The funding comes as the U.S. EPA has indicated it’s close to implementing its Phase 3 rules for heavy-duty vehicles, which would begin transitioning fleets to zero-emission vehicles in 2027. This is fabulous! I really appreciate this generation of CARB leadership, finally tackling the filthiest air in the nation with sensible, reasonably patient phase-outs of air pollution sources. Finally. :) "Under the rule, manufacturers cannot produce or sell, for use in California, Class IV and Class V LSI forklifts – categories that largely operate on propane, gasoline and natural gas – beginning in 2026. The rule also phases out the use of spark-ignited forklifts by large fleets, defined as 26 units or more, starting in 2028. The phase-out schedule is by model year and designed so that no forklift is required to be phased out before it is 10 years old. Smaller fleets will phase out use of spark-ignited forklifts starting in 2029."

The U.S. Environmental Protection Agency (EPA) announced that General Motors (GM) has agreed to a fine of $145.8 million and forfeit approximately 50 million metric tons of greenhouse gas credits to address excess CO2 emissions identified through EPA’s light-duty vehicle in-use testing program. EPA investigation reported that approximately 5.9 million 2012-2018 model year GM vehicles emitted over 10% more CO2 than GM’s initial GHG compliance reports indicated. “There remains a significant gap between the current market and the infrastructure needed to comply with the ACF timeline,” according to the study, Navigating California’s Transition to Zero-Emission Drayage Trucks. “However, if the transition is successfully implemented, the state can become the model for how to navigate a critical economic and environmental challenge, asserting its leadership in creating new green markets.” The study, which was commissioned by the Los Angeles Business Council’s LABC Institute, found several hurdles to replacing the current fleet of nearly 24,000 diesel powered drayage trucks within 10 years. These include the high cost of zero-emission vehicles, the lack of electric charging and hydrogen fueling stations, and the prevalence of small trucking companies without the financial means to make the conversion. The analysis indicated that 854 trucks – over 3% of the drayage fleet – would have to be retired in 2025, based on mileage and age limits set by ACF regulations. The study’s mid-range estimate shows the ports would need 31,684 battery-electric trucks by 2035 to be compliant. “This study quantifies just how new the zero-emission drayage market is, and how much work will need to be done in order to bring this important economic sector into compliance with state guidelines,” said Marlon Boarnet, Director of the METRANS Transportation Consortium and one of the report’s authors. Contrary to misinformation being spread by trucking trade groups, "the clean truck rules are performance based and technology neutral. Truck manufacturers can meet the final targets through a mix of technologies [including] electric powertrains, hydrogen fuel cells, improved diesel engines, aerodynamic designs and lightweight materials."

The US Environmental Protection Agency (EPA) regulations released on March 20, 2024, seem designed to drive toward a BEV solution, though the agency does describe the rule as "technology agnostic," several elements seem fundamentally designed to encourage the battery #ElectricVehicle solution for #ZeroEmissions vehicles. - Light-duty CO2 regulations still have a similar end point for the 2032 model year. Requirements for model years 2027-2030 are easier than the agency proposed in April 2023 and still tougher than previous rules. - Tier 4 regulation of particulate matter and other critical #emissions (NOx, etc) have strict end target, also eased from the April 2023 proposal and are more strict in 2031 and 2032. To meet these requirements, it is our assessment that essentially any #vehicle with an engine--hybrid and PHEV included--will require a particulate filter to capture particulate matter and be compliant by 2032 model year.
