FERC Seeking More Information from CP2 Ahead of May Meeting – Three Things to Know About the LNG Market https://ift.tt/SEfRyJA NO. 1: FERC has requested more information from Venture Global LNG Inc. about the potential air pollution from the company’s CP2 export project. The Wednesday request comes ahead of the Federal Energy Regulatory Commission’s scheduled meeting on May 23. It raises the possibility that the Commission again may not vote on the project. CP2 has been pending at the Commission for nearly 10 months, the longest a liquefied natural gas project has been awaiting FERC authorization. In a letter to the Commission, Venture Global said the “eleventh hour” request “does nothing but introduce the potential for further delay.” [Want to visualize Henry Hub, Houston Ship Channel and Chicago Citygate prices? Check out NGI’s daily natural gas price snapshot now.] Former FERC Chairman Neil Chatterjee recently told NGI that deadlock in recent years over how to address LNG facility greenhouse gas emissions has likely created delays in approving the 20 million metric tons/year (mmty) CP2 facility proposed for Louisiana. Environmentalists have also staunchly opposed the project. NO. 2: Jera Co. Inc. said Thursday it would spend up to $13 billion on its LNG business by 2035 as part of its strategy over the next decade. A joint venture of Tokyo Electric Power Co. and Chubu Electric Power Co., Jera is one of the world’s largest LNG buyers and Japan’s largest power producer. The company said it expects to transact 35 mmty of the super-chilleed fuel, produce 20 GW of renewable energy and handle roughly 7 mmty of hydrogen and ammonia by 2035. LNG, renewables and the alternate fuels will underpin a strategy that also aims to cut carbon dioxide (CO2) emissions intensity by 20% by 2030 and total C02 emissions by 60% by 2035. NO. 3: China Oil and Gas Pipeline Network Corp. (PipeChina) is accepting applications to form an LNG purchasing group among the country’s smaller, more price-sensitive buyers. The group would allow the companies to team up and buy spot cargoes using PipeChina’s extensive import infrastructure and trading platform. Applications are due by Wednesday (May 22). China is the world’s largest LNG importer. Under the proposed buying group, LNG would be delivered to three PipeChina’s terminals. Suppliers would include large state-owned companies, such as PetroChina Co. Ltd., China National Offshore Oil Co. and China Petroleum and Chemical Corp. SHELL BACKS LNG - in April, I blogged that Shell was shifting its focus away from hydrogen towards LNG, especially for the transport market. The issue is that LNG only cuts GHGs by 23%, so is not the ultimate clean energy solution. However, it does eliminate sulphur oxides and particulates, is far better for the environment than traditional bunker fuel, and can be seen as a bridge solution for companies like Shell as they head for NZE. Shell has just added a page to its website clearly stating it's looking to back LNG for the marine market plus re-states its goal of virtually eliminating methane emissions from our operations by 2030, which seems extremely ambitious. It also points out the benefits of adding bio-LNG and synthetic LNG to the mix for shipping, allowing GHGs to be further cut, plus the fact that it has the largest LNG bunkering network with 26 locations around the world, plus 12 bunkering vessels. Does this herald a major push by Shell to shift the deepsea shipping market to LNG? Gate terminal B.V., a pivotal player in the liquefied natural gas (LNG) sector, has launched a non-binding call for expression of interest to gauge market demand for small-scale ship loading services at its upcoming jetty, Jetty 4. This strategic move aims to assess interest in the provision of loading services for LNG, Bio-LNG, and synthetic LNG. Currently, Gate Terminal operates small-scale ship loading services primarily for the marine bunkering market at Jetty 3.
