Smooth sailing at today’s lunch meeting at EGMONT - Royal Institute for International Relations, where we discussed the Arctic, Security, Crisis Preparedness, Resilience, and a bit of #BlueEconomy. My critical stance on Arctic shipping has held strong for over a decade – the Northern Sea Route is no easy "Pina Colada" cruise. With PONANT, Silversea Cruises or MSC Mediterranean Shipping Company showing different approaches, the challenges of Arctic business, safety and security are on the table. Bravo Zulu, Rachael G., for the comprehensive briefing, which reminded me of Bud Darr’s recent post: https://lnkd.in/dqKETa3P #BlueSecurity

I am genuinely honoured and very grateful to the Board of the International Society for Military Law and the Law of War for having the trust in me to take on this new responsibility at the Documentation Centre. After the exciting experience as board chair of the World Ocean Council, I am now looking forward to rolling up my sleeves and working with the Society and the Secretariat team here at the always enchanting campus of the Royal Military Academy, Belgium, in Brussels. #volunteer

https://lnkd.in/eE34iNtm This morning, the BBC World Service took me back to 1967, to a powerful speech by Arvid Pardo, the Maltese Ambassador to the United Nations. His vision helped lay the foundation for #UNCLOS and emphasized the urgent need to protect our oceans. Today, his words resonate even more as we tackle the challenges of climate change. Pardo’s legacy is a reminder: Cooperation across all dimensions and sectors is the key to preserving our planet and social cohesion, today and for the generation of tomorrow. #ClimateAction #Sustainability #OceanGovernance #ESG #GlobalCooperation

Moving at a fast pace: Just before diving into #STCMed and maritime tourism development in Latin America, I had the pleasure of attending an enlightening luncheon at KAS Multinational Development Policy Dialogue - Brussels with Christian J. Ehrlich, Magdalena Alcocer, PhD, Paula Holguin, Lidia Yasmin Sarabia Lopez and General Dr. Patricio Carillo. Together with European Union Agency for Law Enforcement Training (CEPOL) and UNODC, the discussions served as a fascinating prelude to the Latin American discussions on maritime security, the strengthening of institutions, and fostering integrity in complex political and economic landscapes. The fast-paced nature of the event perfectly set the stage for what was to come! BRAVO ZULU, Louis Bout #ESG #ruleoflaw #securitycomfort

Trending - it’s been almost two weeks since I packed my things for the Seatrade Cruise event in Málaga. The launch of our *Destination Trend Dossier* left some seasoned industry veterans genuinely surprised, given how groundbreaking it is in the cruise sector. What a wonderful feeling! Our approach involves analysing and assessing the local capabilities and resources of a destination for cruise companies, port investors and tourism agencies, focusing on #Predictability, #Reliability, #Hospitality, #Safety, and #Security during three critical periods. The dossier examines local resilience and impacts on predefined cruise specifications during the phases of Destination Planning, Itinerary Execution, and Crisis Management. #STCMed put on an excellent event. Alongside the standout keynote speech on "Partnering in Progress," two panel discussions left a lasting impression: "New Players in the Med" and "Protecting and Preserving Destination Heritage" - a topic that Téthys Naval had just discussed with the International Council on Monuments and Sites (ICOMOS) this past summer. #cruiseindustry #cruisesecurity #BlueSecurity #ESG #BlueInvest #cruisehive

Reflections on why ISPS requirements and STCW standards are not adequate to deal with crime on board a ship and to support policing activities. The latest Whitepaper of Téthys Naval is available for download: https://lnkd.in/dTiNBMeY It discusses the factual and legal issues of the current policing practice on board. It explains the issues of preservation of evidence and the importance of the presumption of innocence. It describes risks for shipping companies of getting themselves into focus of criminal investigations and liability proceedings due to flawed practices. #SDG14 #SDG16 #crimeatsea #justiceatsea #seafarer #humanrightsatsea #bluesecurity #maritimesecurity #policesummit #ISPS #STCW #wearecruise #liabilityrisk

An uncomplicated introduction to the dilemma of jurisdiction on fishing vessels, merchant fleets and cruise ships: Who represents the judiciary branch on non-state ships? https://lnkd.in/ddtrMvVe My recent article in Cambridge International Law Journal (CILJ) is a summary of the paper I presented in June 2024 at the 81st Conference of the International Law Association in Athens. The article deals with information published by International Chamber of Shipping, International Federation of Shipmasters' Ass's - IFSMA, CLIA | Cruise Lines International Association, International Maritime Organization, UN Trade and Development (UNCTAD) UK Parliament, and the U.S. Department of Transportation. I hope to spark a debate on the topic and encourage stakeholders to engage, Helio E S G Vicente, Jim Scorer, Fred Kenney, Donnie Brown, Norman Martinez, ANN PHILLIPS, Luisa Puccio, Paul R.
