Generative AI. Cyber. Digital maturity in government. Election integrity. Public-Private Partnerships. These are just some of the topics we are addressing at the #PublicSector Leadership Conference with the Princeton University School of Public and International Affairs (SPIA) this week. So many great discussions happening, including: Economic, geopolitical, and technological landscapes are rapidly evolving, but democracies are not set up to evolve at speed. The question that governments must solve for: how can democracies hold true to their values and ideals while quickly evolving to meet the needs of the present day, as well as a future that is not yet known? Governments must define their bounds of experimentation (especially with digital transformation and emerging tech) and identify how much risk they are willing to accept when trying new things. Remember the days of being frustrated by dial-up speeds? The next iteration will be frustration at having a huge digital trove and not being able to get an answer from it immediately. Once people have discovered the power of #GenerativeAI for themselves, they will no longer tolerate being without it. Hybrid and remote work are the new normal, but underprivileged communities are at risk of being left behind. Governments must digitally evolve while also addressing the #DigitalDivide to ensure that the gap does not widen over time. Example of the digital divide: During the pandemic, many children in disadvantaged communities did schoolwork in fast food parking lots, because that was where they could access broadband. To this day, millions of Americans are still without it. Joint contracting, consortia approaches, and framework-buying are often more effective procurement methods for govts (cities, tribes, states, institutions), as well as being better for vendors. These approaches create economies of scale, provide bigger buying power to customers, and result in better resourcing models for vendors. Agile contracting and agile procurement methods are desperately needed in a rapidly evolving digital world. #SaaS #cloud I was honored to represent Microsoft Worldwide Public Sector in these discussions, and I am incredibly impressed with the students of Princeton #SPIA. Christoph Aeschlimann presented „From Telco to Tech-Co“: the r/evolutionary path #telecom service providers must take to succeed in today’s #dynamic market environment. For many years the telco services business was one-dimensional. The service providers operated a monolithic #infrastructure to deliver initially voice and later also data communication services. The #internet changed the telecommunications market - it became manifold and evolved very fast. The proliferation of new services opened the supplier side of the market for new competitors from IT, SW and content segments. To stay competitive, telcos must adapt - quickly and permanently. The evolution to players in the #software and content services markets cannot be based upon the former monolithical infrastructure. Disaggregation is a must: Telcos need to become software companies using the latest technologies in hardware and software, competent in development and operations, but especially in innovation. For example, #artificial_intelligence is extremely important for telcos. It provides huge opportunities by allowing for intelligent automation in service creation and operation as well as customer engagement in pre- and post-sales. Furthermore, partnerships play an increasingly critical role to create the #ecosystems they need to stay competitive in terms of speed and cost. The cooperation with software, cloud and content providers requires operating models embedded in a consistently integrated ecosystem. Telcos evolve into tech-co’s! Hence the business needs a radical modernization. Still network and infrastructure are necessary but by no means sufficient. A completely new „System of Engagement“ has to be created and constantly adapted. It is supported by „Systems of Record“, „Systems of Insight“ and „Operational Platforms“ that in turn are based on the network and IT infrastructure. This foundation of the business needs to be kept safe, resilient and operational by a critical „Systems of Trust“. However, the key success factors for these processes are traditional: developing of the culture and mindset, establishing processes and collaboration models, and making the transformation tangible, understandable and digestible for the most important asset - the people involved.
