European dream European dream Because we’ve now achieved in large measure the Europe that generations were striving for – a Europe which is mainly liberal democracies with freedom of movement, where you can wake up one morning and travel from one end of the continent to the other – it must be made clear that none of this is inevitable or secure. There is a war going on in Ukraine. Any part of Europe can very quickly go back to its bad old ways, to enter ethnic conflict, war and genocide. Timothy Garton Ash, Professor of European Studies, University of Oxford, questions European leadership as for the first time, we have a generation of Europeans, most of whom have known nothing but a Europe that is largely whole and free. So, where are those leaders going to come from? Christopher Brooke, Senior Lecturer in Political Theory, University of Cambridge reminds us that one of the leading ideas in the international relations of the 18th century was the idea of the balance of power – that no State would be powerful enough to dominate the entire continent. Back in the 18th century, the Abbé de Saint-Pierre imagined that the European union was aimed to be a way of preserving peace and preserving the independence, autonomy and sovereignty of the small powers of Europe. Julian Jackson, Professor of Modern French History, Queen Mary University of London, insists on de Gaulle’s personal vision : a Europe where there would be cooperation without loss of sovereignty between European political leaders. Are we heading back to the “Europe des patries” (Europe of fatherlands)? Antoine Vauchez, Research Professor, University of Paris 1 Panthéon-Sorbonne warns us about the risks of a European Union which has accumulated public and political capacity with the paradoxical effect of deepening the private market with very few differences between public and private actors. The Declaration on a New International Economic Order (NIEO) was adopted in May 1974 as a clarion call to the international community for building a post-colonial global order which would empower the #GlobalSouth, promote economic justice & reduce inequalities. #NIEO50 At the 50th anniversary of the #NIEO Declaration, it continues to be a call to engage in the comprehensive reform of the international architecture for global governance, finance, trade and sustainable development, so that it produces just and equitable outcomes for all. The United Nations Resolution to establish the NIEO led to important outcomes for Global South countries and communities, including paving the way for the 1986 Declaration on #RtD. “[…] Such a centuries-long and nurtured cult of exceptionalism became one of the most controversial legacies in the history of its descendant states, the Habsburg kingdom of the Lombardo-Veneto before and the Kingdom, later Republic, of Italy, but also Croatia, Albania, Greece, Cyprus and respective ancestor institutional frameworks, in whose sometimes still ongoing and complex nation-building processes the legacy of the Republic of Venice has encountered a destiny of historical abuse, political manipulation and invention of tradition, often considered as specious counterpart to the Ottoman heritage. […] […I]f there is a Venetian legacy it consists in that very culture of peace, that resulted in the efforts of establishing a constantly negotiated and updated common asset of rules, behaviours, words aimed at preserving a balance of power in the Mediterranean and at avoiding military confrontations. To make peace you need to be at least two and in fact, although the Ottoman establishment, as stronger partner, did not always share Venice’s same imperative need to preserve peace, it still provided the space to let it grow. That space was a mostly philosophical and juridical frame that I think we could identify in what the Ottomans called ‘ahd. Negotiations, diplomatic exchange and mutual understanding was undoubtedly eased by the common Aristotelian premises of the respective political system (ars gubernandi). I first discovered Caux accidentally, when I was researching the movement's involvement in Japan's post-war reconstruction in the 1950s, which impacted a peace treaty with the United States, improving labour-management relations and handling trade frictions. I was struck by the way this organisation was continuing today to gather public and private sector leaders from east and west, to facilitate reconciliation, hand-in-hand with rebuilding a just global economy. I had never heard of such a gathering place, and in truth, to this day have yet to experience anything like it. Caux is a place that bridges not only racial divides, but economic.
