Homelessness is a social, wage, and housing policy issue. It's easier to become homeless in America today than anytime since the Great Depression. In many cases, those being displaced from housing today represent what we've always considered the 'middle class.' When rental housing changes ownership, rents can increase overnight by anywhere from 20% to over 80%; wages don't keep pace. Seniors or people with disabilities on fixed incomes can't afford those increases, and neither can most essential workers. Domestic violence is another destabilizing force. If ending homelessness is the desired outcome: —invest in housing density and diversity, and distribute that housing across communities and neighborhoods to create access to opportunity and community assets; —Invest in reliable transit to reduce transportation, parking and pollution costs; —Invest in energy efficiency to reduce the costs to heat and cool homes; —Invest in reliable and quality child care, elder care and home health care; —Invest in early childhood education; —Invest in health and wellness care for all; —Invest in domestic violence prevention; and —Invest in civic health and engagement All of these investments taken together return positive and popular dividends on a generational scale. They yield better outcomes for taxpayers and communities than investing in prisons—and expanding reasons to fill them with people struggling in the current housing crisis.

The United States government was created to insure the general welfare. The development of large communities of homeless human beings in the middle of cities speaks to the level of civility in our society and clearly illustrates a breach of contact, as the terms of government service have not been satisfied. I don’t understand the logic of a fine. Who is writing these tickets? The government lacks the capacity to meet the needs of society. With power comes responsibility, I.e. duty and accountability. Will the fines and fees be used to create a solution or just serve to compound the issue? In September, the department of housing and urban development (HUD) awarded grants totaling $2 million dollars to Northern Arizona University and New York University to advance research efforts tackling homelessness. Is anyone else concerned about the quality of education and if it is producing leaders capable of problem solving for the country? The research studies are solution oriented. They are designed to study abnormal conditions and maladaptive coping behavior. Information has to be applied for research to be effective. We are not treating numerous varied symptoms. Treat the issue and the symptoms resolve themselves.

An excerpt from the article particularly the fact that $24 billion in taxpayer funds has been invested to improve the homelessness crisis but the number of homeless has actually grown. Where else is this happening? Not all homeless individuals are addicts or desire to be homeless. Unaffordable housing options, mental illness, poverty including among seniors or unforeseen financial setbacks can be causes. It sounds as if the $24 billion didn’t adequately address root causes. A plan is to fine homeless violators which is interesting because most homeless have money issues.
