Protecting Crowded Places from Attack With owners and operators of crowded places having specific responsibilities to identify and mitigate risk over and above routine HSW, I thought I’d take the opportunity to identify three areas for consideration that are currently not adequately addressed. The points I am going to make relate primarily to festivals and events, they may also relate to your particular crowded place, I leave it up to the reader to make that determination or make contact and we can chat. Here in New Zealand the first step is to complete the Government Protecting our Crowded Places from Attack Self-Assessment Tool. It asks eight generic questions which you score, 30 points or more and you should seek professional guidance regarding additional measures. They may or may not be required but a conversation should be had. Under 30 and you are ‘probably’ ok, however, not so when it comes to festivals and events. The assessment falls short of adequately identifying the risks specific to our operating environment, at a base level the following three areas should be considered. 1. Media coverage – if you have on site media coverage, particularly live national or international you become an attractive target for anyone wishing to get their message out to a large audience. It can be completely unrelated to you or your event, you are simply providing the means a “soapbox” to get the message out to the masses. 2. Contemporary issues – Consider what is making contentious new headlines domestically and globally. Mass gatherings provide a convenient audience for protest groups to get their message out. An example right now is the war on Gaza. 3. Sponsors – Are any of your sponsors contentious here, or anywhere else in the world, if so you may be targeted. Getting to an international sponsor at your event may be far easier than in their country of origin, this can make you an attractive proposition. Obviously sponsors can be a sensitive matter, we love them right. With sponsors you should also consider their environmental footprint and whether this has caused issues elsewhere. Eco action groups are on the rise. Vigilance and proportion are key, you can take additional steps such as monitoring your social platforms for any disturbing content and regularly checking the national terrorism threat level. Additionally if the Police identify an elevated risk they will let you know. The above does not constitute a panacea, If you have concerns or doubts pick up the phone and lets chat, costs you nothing but time. I have attached a copy my self-assessment which predates the Government by four years, it may be useful to consider both when making a determination.
