LAW OF THE JUNGLE! Hundreds trucks are blocked by Polish customs office on PL/BY border in Koroszczyn. Even if Russian importer is not mentioned on the sanction list and goods are not covered by sanctions, Polish customs authorities stop the trucks. The same situation is with goods going in transit through Belarus and Russia to other countries, as Kazakhstan, Kyrgyzstan etc. Polish customs officers have instructions given by Polish government, so they must do what they do, even if they think it’s bad and stupid. Exporters from other EU-countries should claim this situation to their Foreign Affair Ministry or Chamber of Commerce. Polish exporters can only go back home. https://lnkd.in/dQnkz_GP

Transportation between #Ukraine and #Poland has become a controversial issue lately. One of the Polish protesters' grievances against Ukrainian carriers is that they engage in #cabotage — domestic transport within Poland. To clarify, Ukrainian drivers cannot transport goods from Poland to the EU, this is prohibited. The only exception is permits under the ECMT quota system. Such permits are issued for Euro 5 and 6 trucks and Ukraine gets an allocation of 5,000 permits per year, allowing for a maximum 100,000 trips within the EU. For comparison, Poland alone has 320,000 trucks. So Ukrainians are not yet competitors for Poles in the EU market. The Association of International Road Carriers of Ukraine (AsMAP) has several proposals to improve the situation: 1. Adopt bill 4560 on aligning licensing procedures with European norms. It has awaited second reading in Parliament for 1.5 years. 2. Abolish simplified licensing introduced when the full-scale invasion started. AsMAP believes the market is saturated and operators without experience or compliance should be removed. 3. Only allow Euro 5 and 6 trucks on routes to and through Poland. 4. Display truck license plate and queue start time in the e-queue system. Assign individual queue numbers to prevent line-jumping. Everyone could then see if someone tries to cut in line. 5. Require customs clearance and cancellation of previous declarations before allowing trucks to join the queue at every border. Add one fully operational border crossing point. As we can see, initial proposals aim to decrease competition, while others suggest improvements in the e-queuing system and border crossing capacity. I often reference AsMAP and carriers as currently the sole source of industry updates. However, one must remember they have vested interests and their suggestions should pass a test of economic feasibility. Personally, I would not advocate narrowing competition in road transport. If anything, training and guidance on EU regulations and environmental standards would be advisable where necessary. #trucking

❗ An extensive seven-month investigation by the Investigative journalists' team iFact has uncovered persistent operations contradicting the Georgian government's claims of adhering to the ban on exporting sanctioned vehicles to Russia. 🔎 Here's how the scheme operates: 🔻 Car carriers deliver new cars from various auto centers in Tbilisi and the huge Rustavi auto market. 🔻Upon reaching the border, the driver unloads the car from the carrier and moves it into the parking lot. 🔻The next step involves obtaining a temporary number required for crossing the border. 🔻Then the driver takes the car to the border. 🔻On the Russian side, these cars are met by a driver or another car carrier and continue the journey to Russia. ⚠️This scheme ensures cars reach their new owners in undamaged condition with minimal mileage. The Georgian driver returns, either crossing the border on foot or in another vehicle. 🚫Crucial to the scheme is that sanctioned cars can pass into Russia without being officially recorded in export statistics. German customs authorities and public prosecutors have arrested 4 individuals and raided premises linked to 2 different networks allegedly selling luxury cars to Russia (prohibited under Article 3h Council Regulation (EU) No 833/2014) (report, report). The 1st network is based in and around Frankfurt and is suspected of selling over 170 luxury cars to Russia since late 2022. Cross-border truck drivers are once again facing hourslong waits at a the Ysleta-Zaragoza International Bridge in El Paso, Texas. The Texas Department of Public Safety (DPS) renewed controversial state-run safety inspections Saturday, stopping and inspecting all commercial vehicles arriving from Mexico. “This operation may expand to other El Paso [port of entry] cargo facilities and will affect wait times and the flow of commercial vehicles making entry into the U.S.,” Fernando Thome, assistant director of field operations for U.S. Customs and Border Protection in El Paso, said in an email to the trade community. “The duration of these enhanced inspections by DPS is unknown.” Cargo truck wait times at the Ysleta-Zaragoza bridge at 3:30 p.m. Monday were over 8 hours in the general commercial lanes and for vehicles permitted for the Free and Secure Trade program lanes. Normal wait times are usually about 45 minutes or less to cross the bridge. Praveen as you rightly mention, even if there is a foreseeable regime, in my opinion the constructive way to eradicate is for the innocent seafarers to blatantly proscribe such practices, whilst we will need hearty backend infrastructure from owners & operators to continue strengthen the onboard staff. Such practices are sadly alarming and have led to much tragic situations in the past, Wishing you all the success.
Harassment One vessel arrived At Vadinar , customs came onboard and took 75 cartoons of cigarettes,lots of provision and costly chocolates, Foreign National Master saying this is 3rd world country. We Indians feeling very embarassing with this behaviour of our customs officials.

The Passenger Name Record Information Regulations, 2022 (the "Regulations") were announced in order to establish a clear framework for gathering specific information on international passengers traveling by air. These Regulations are intended to improve the ability of Customs Authorities to detect, interdict, and investigate crimes involving the smuggling of contraband that directly affects national security. On 22nd October 2024, the Ministry of Finance published the Passenger Name Record Information (First Amendment) Regulations, 2024 (the “Amendment”) in the Official Gazette. By virtue of this Amendment, it is mandatory for every aircraft operator (operating an international flight) to transfer passenger name record information to the designated Customs systems at least 24 hours before departure time and at the departure time-wheels off.
