The Recruitment and Employment Confederation (REC) is advising policymakers to amend labour laws to better fit the modern, flexible labour market. These changes aim to simplify compliance for employers and clarify workers' rights, encouraging more people to participate flexibly and boosting economic growth. Recent research by the World Employment Confederation (WEC) highlights this need. Their survey of 680 Forbes 2000 companies found that 83% value work flexibility as much as pay and benefits. Additionally, eight in ten UK companies plan to increase their use of agency workers, underscoring the importance of protecting flexible workers. However, legislative barriers are deterring workers from choosing flexible contracts. The WEC survey found that 83% of global businesses want simplified rules. The REC's 'Labour Laws Fit for the Future' recommendations focus on several key areas: Updating the Workers (Predictable Terms and Conditions) Act 2023 to better address agency workers' needs. Revising the Health and Safety at Work Act 1974 to ensure agency workers' safety. Clarifying rules around Statutory Sick Pay (SSP) and TUPE Regulations for agency workers. Regulating organisations like umbrella companies to protect workers they engage. These updates will help the UK labour market evolve, ensuring flexible work is well-regulated and beneficial for all. I am happy to share that my paper entitled 'Higher penalties, broader definitions, and national standards: Did harmonized Australian workplace health and safety laws reduce workers' compensation receipt?' with co-authors Professor Henry Cutler and A/Prof. Kompal Sinha has been published in Industrial Relations: A journal of economy and society (A* on the ABDC). We exploit an Australian policy experiment in 2012/13 where all Australian jurisdictions except Victoria and Western Australia harmonised their workplace health and safety laws. Using stacked DID estimation, we fail to find overall reduced workers' compensation probability due to the policy but do find significant reductions for high-risk industry workers and workers in single-location employers. We conclude that more consistent laws may not reduce overall claims and injury if they do not reduce complexity or consider available inspectorate resources, and if jurisdictions have implementation flexibility. #workplacehealthandsafety #workerscompensation Australian Institute of Health Innovation AIHI Macquarie University Centre for the Health Economy
