As part of our series on the use of sex offender registries for youth, we’d like to share an excerpt from Emily Baker's 2024 article, Fourteen Going on Forty: Challenging Sex Offender Registration for Juveniles Under the Fourteenth Amendment Equal Protection Clause. The article highlights that while sexual violence is a complex issue, there are effective treatment options beyond the use of registries and community notification. The U.S. is unique globally for its reliance upon sex offender registration, including community notification and residency restrictions. Although federal action remains stalled, states like Delaware and Oregon are revising their juvenile registration policies. However, some, like former Missouri Governor Jeremiah Nixon, have argued against removing youth from registries, citing concerns for public safety despite evidence showing no effect on recidivism or community safety. 'Mtiririko' means ‘flow’ in Swahili. This is the name we have chosen for our new strategic framework because we want to see resources flow to disability justice movements as result of the work that we do. By focusing our strategic framework on the concept of flow, we remind ourselves that this work is not about ADD itself. Instead, it is about using our position and networks to increase the flow of resources and opportunities to those who have the vision, agency and right to lead change – disability justice activists and organisations.
