The announcement of changes to environmental assessment systems yesterday raises some interesting points. While cutting red tape is welcome, it's worth noting that environmental impact assessments only apply to certain large-scale developments. If the focus were shifted toward simplifying the process for small to medium residential schemes, we believe it could significantly speed up the planning process and provide a real boost to housing supply! 🏡📈 Many elements currently entangled in the planning system might be better addressed through building regulations or other specific processes, streamlining efforts for all stakeholders. Great news for our client Berkeley Homes with the securing of reserved matters consent for their Lombard Square, Plumstead scheme. Orion have been providing archaeological advice and assessment to the scheme and the RMA. This has included agreeing the scope of a complex and technically challenging set of archaeological evaluation & mitigation works. The site is located in an areas that was toward the southern edge of the Thames wetland areas in prehistoric times and a Bronze Age wooden trackway had been recorded at depth below ground level on the land to the north of the site which potentially crossed into the Lombard Square site. These works established that the trackway did not cross into the site. It has also deepened the understanding of the wetland/dryland fringe of the Thames in prehistoric times. The site was also previously the original Arsenal football ground but unfortunately all traces of that went a long time ago. The work required tight partnership working between Orion, Berkeley Homes, Historic England (on behalf of Greenwich Borough Council) and the design team.
Final reserved matters approval secured for the Lombard Square masterplan, Royal Borough of Greenwich, delivering over 1,900 new homes in Plumstead. The PC team have been involved since 2018 providing environmental planning advice.

Yet again, it seems Environmental protection is being used as a 'scapegoat' for delays in the planning system. How about, before trying to fit nature into 'a one size fits all box', where a potentially costly payment has been proposed to offset impacts, the true source of the delays are highlighted - lack of funding in local authority, understaffed planning departments and an absence of planning officers, largely due to the stress of the unrelenting pressure. I don't disagree that a centralised conservation effort would be beneficial, however it almost seems as though we are trying to move towards nature being protected by being nicely packed away into 'zones'. What a sad future not only for our landscapes but also areas of open space within residential areas if that is the case.

Part of the “Get Stuff Built” plan, this initiative aims to increase housing availability by cutting red tape. Green Fast Track supports climate-friendly housing, potentially saving projects up to two years and $100,000 in review costs. Eligible projects must be under 250 or 175 units, use all-electric heating, and meet environmental standards. The initiative targets areas outside vulnerable coastal zones and imposes stricter criteria for taller buildings or those near sensitive sites. First Deputy Mayor Sheena Wright emphasized the initiative's role in addressing the housing crisis and promoting efficient, sustainable development.
