I'm currently outside a formal role in local government, yet I continue to contribute actively to the profession that has been a significant part of my life for the last 25 years. One of my favorite things is acknowledging cities that adopt the council-manager form of government. Recently, I had the privilege of representing the Florida City & County Management Association to commend the Town of Davie Council and its town administrator for their 40-year commitment to this governance model. In the Council-manager government system, a town council, elected by the populace, is responsible for policy-making. A professionally trained manager, appointed by the council, oversees the town's day-to-day administrative tasks. This model is pivotal as it delineates the political from the administrative, ensuring that policy decisions reflect the electorate's desires while the manager guarantees efficient, effective service delivery free from political influence. This bifurcation aims to foster accountable, transparent governance, with the manager bringing stability and expertise in city management. #CouncilManagerGov #LocalGovEfficiency #publicadministration #CommunityEngagement #TransparentGovernance

URGENT: Attend Antioch City Council Meeting TONIGHT to Address Grand Jury Findings The #AntiochCityCouncil meeting tonight, October 22, is crucial for residents as it addresses significant findings from the #ContraCostaGrandJury regarding the city's management and 'governance'. Here are the key points that underscore the importance of attending: Grand Jury Findings: The Grand Jury has identified serious issues, including a high turnover rate in the city manager position and a vacancy rate among city employees that is four times the national average. These factors contribute to instability within city operations and governance. #VoteLamarThorpeOut Authority Concerns: The Grand Jury's report indicates that the City Council may have overstepped its authority in personnel decisions, which could lead to potential #BrownAct violations. This raises concerns about transparency and adherence to legal protocols in city governance. #VoteThemAllOut each election cycle. Recommendations for Improvement: The Grand Jury has made several recommendations, including: - Hiring a qualified City Manager. - Ensuring compliance with city regulations regarding personnel decisions. - Conducting studies to understand high employee turnover and vacancy rates. (We already know what and who the problem is there!) Organizing annual training on the Brown Act for council members - particularly the failed current Mayor #LamarThorpe and staff. The City of Melville has a long history of not caring about residents’ wellbeing and its ongoing appaing performance of enforcing compliance with the many laws for which it has primary jurisdiction on behalf of the State, such as health, dealing with rats, fire protection. This is yet another example! The new CEO, Ms Gail Bowman, has inherited an organisational mess worse than this squalid Mt Pleasant property, all thanks to her past 2 predecessors. So much needs to change. Ms Bowman stated the City is in advanced stages of investigating the matter, however Council needs to act to deal with the City’s failure to show concern for the property owners, and failure to protect residents from the quite obvious health, vermin and fire risks. The City has known about this uninhabital house, health and fire risks for a very long time. Council needs to grill the CEO and demand answers as to why this serious issue was not addressed years ago. We doubt the City would have done anything had it not been for a few passionate and persistent community members.
