People in Australia who have a diagnosed disability and have been accepted as a client of the National Disability Insurance Scheme (NDIS) have had access to additional supports intended to improve their quality of life and participation in activities that bring meaning and wellbeing. Many supports are delivered by professionals with tertiary (or other recognised) qualifications and training. In contrast, daily, personal supports are often delivered by support workers who may not hold a recognised qualification or have received comprehensive training in disability care. It is these service providers who are likely to find this page most beneficial, though other professionals might draw useful information and inspiration from it, including those who manage disability support workers. #Disability #NDIS Bill Shorten

The Minister, Bill Shorten has released the NDIS Review final report. The report comes with 26 recommendations with 139 actions to change the system that supports people with disability. Their recommendations provide a blueprint to renew the promise of the NDIS and deliver a more accessible and inclusive Australia. They want all governments to commit to creating a unified ecosystem. The NDIS should be one part of a big system that supports people with disability. The disability system must be looked after as a whole. This will deliver better outcomes for people with disability in a more responsive and cost effective way. In their review, they engaged with people with disability, their families, carers and providers and workers. Their recommendations reflect the thousands of voices they have heard from. Now, more than ever, they call on us to Work together to deliver the NDIS. The NDIS is not sustainable without major reforms. And without sustainability there is no certainty. Their proposed reforms are the best way to ensure sustainability while also achieving a much fairer system. A system of support for all people with disability, not just those in the NDIS. The NDIS Quality & Safeguards #Commission is tasked with overseeing the National Disability Insurance Scheme #NDIS to ensure quality & safety standards are met. However, the approach of the Commission, which often leans towards punitive compliance, has been a topic of discussion & critique among stakeholders. Critics argue that a punitive approach might inhibit innovation for NDIS Providers & within the #Disability Support sector by creating an environment of compliance over creativity. A more balanced strategy could encourage providers to innovate while still maintaining high standards of quality & safety, potentially leading to enhanced & more personalized support for participants. Empowerment of participants is another critical area within the NDIS framework. True #empowerment involves acknowledging the autonomy of participants to make decisions about their lives, including the use of their allocated NDIS funds. A supportive, rather than restrictive, approach by the NDIS Commission could better facilitate participant empowerment, allowing individuals to choose supports that align with their personal goals & preferences, thus enhancing their participation in the economy beyond traditional employment and disability-specific transactions. Moreover, economic & social participation should encompass a broader spectrum, including activities like education, volunteering, & community engagement. These forms of participation are essential for fostering inclusivity & combating discrimination, offering participants avenues to contribute to society in meaningful ways. The concept of 'support' within the NDIS is fundamental. Supports should ideally be tailored to the individual's needs & choices. If interventions are imposed rather than chosen by the participants, they may not effectively serve the intended purpose of supporting the individual. Instead, they could represent a form of control that contradicts the empowering ethos the NDIS aims to promote. Reevaluating the operational approach of the NDIA & NDIS Commission is crucial to ensure that it not only enforces quality & safety but also champions the autonomy, empowerment, & broader social & economic #inclusion of participants. Such a shift could foster a more innovative, responsive, & participant-focused disability support ecosystem.

Late last week the disability sector raised the alarm of NDIS market failure. Disability Intermediaries Australia has joined with National Disability Services, The CEO Collab, and Allied Health Professions Australia (AHPA) as calling on the Australian Government and the National Disability Insurance Agency (NDIA) to take urgent and immediate action to ensure services for people with disability can continue, as evidence mounts of a catastrophic market failure in the NDIS. DIA CEO Mr Jess Harper has expressed the ongoing detrimental impact and financial stress that the NDIA's pricing decision is having, saying: “The NDIA’s Pricing decision is simply indefensible. Keeping price limits fixed for half a decade despite inflation, award wage increases, and operating cost pressures is irresponsible and reckless.
