The permitting process for energy projects can drag on for years, resulting in multiple state and federal hurdles, environmental studies and judicial reviews. This is true not only of traditional projects involving oil and gas but also renewables like wind and solar and long-distance transmission. Legislation proposed by a pair of influential senators aims to help move these projects along every step of the way. In today’s RBN blog we examine the Energy Permitting Reform Act of 2024 https://lnkd.in/gGXYRH5v

"The #DepartmentofEnergy will issue #permitting decisions for proposed #transmission lines on #federalland within two years of applications being filed, about twice as fast as current averages, under a final rule issued Thursday. The #rule creates the Coordinated Interagency Transmission Authorizations and Permits program. In a change from current practice, it establishes #DOE as the lead agency on transmission line permitting applications and requires #developers to develop a #publicparticipation plan for their projects, which will improve project success rates, DOE Secretary Jennifer Granholm said in a media briefing Wednesday. Under the program, DOE will work with other #federalagencies to prepare a single National Environmental Policy Act environmental review document to support each agency’s permit decision making for transmission projects, the department said. Currently, it can take more than a decade to get new transmission lines approved and built, according to Ben Norris, vice president of regulatory affairs at the Solar Energy Industries Association. “Coupled with updating #grid #infrastructure and resolving the growing #interconnection queue, streamlining transmission approvals is an urgent, near-term priority for the U.S. #solar and #storage industry,” Norris said, noting that a dozen federal agencies can be involved in permitting..." https://lnkd.in/eH6QuUQz

When you hear the words, "permitting reform", what does that mean to you? Don't assume the permitting process will now be easier and the requirements that have burdened project developers no longer exist. While the bill sets deadlines for court and federal agency reviews, the NEPA, CWA, ESA, NHPA requirements all still exist. There is no level of permitting reform that can replace the efficiency of an experienced environmental consultant. Hire a consultant early in the planning process to ensure your project not only gets off the ground, but makes it to the finish line on time and within budget. #teamues #environmental #permitting #NEPA #energy #solar

California legislators are working on a set of laws to simplify and speed up the approval process for solar and offshore wind projects. The goal is to finalize these measures before the end of the legislative session this month. The proposed laws, which are still under wraps, aim to incentivize in-state production and components, provide tax credits, and update permitting and environmental review processes. Senate President Pro Tem Mike McGuire is reportedly involved in drafting these measures, which are intended to modernize the state’s energy grid and increase green energy facilities. https://lnkd.in/ebtnDzsj Here are some hashtags related to the proposed California energy legislation: #CaliforniaEnergy #GreenEnergy #SolarPower #OffshoreWind #EnergyReform #ClimateAction #SustainableFuture

Post Summary: Get ready to dive into the latest legislative game-changer that could make it easier and faster for solar projects to soar off the drawing board and into reality across the US! 🌞🗳️🙂 ✅ Federal lawmakers, Senators Joe Manchin and John Barrasso, have initiated the Energy Permitting Reform Act of 2024 that aims to fast-track the permit process for energy and mineral projects. 💼⚖️ ✅ The proposed Act includes characteristics such as a 150-day statute of limitations for legal challenges and a 180-day deadline for federal agencies to act on remanded authorizations—streamlining environmental reviews and democratizing the permit processes. 🏁📋 ✅ While organizations like SEIA have openly welcomed the proposal, groups like The Center for Biological Diversity argue that the legislation might prioritize fossil fuel infrastructure at the cost of comprehensive environmental review processes.🍃💥 The proposed Energy Permitting Reform Act intends to simplify and accelerate the authorization process for energy projects, ensuring both fairness in cost allocation and competency in transmission capacity building. However, critics argue that, despite its benefits, this Act might potentially overlook rigorous environmental reviews in favor of fossil fuel infrastructure. But with less than 5% of solar and wind projects requiring comprehensive environmental bills from 2010 to 2021, this reform might be just the boost needed to reach wider solar milestones and benefits.🌞🌎 For more information on selling solar virtually across the USA visit www.tstpros.com 💡🌐

Thank you so much to Eric Olson not only for being a great professor but also for giving me the opportunity to work on this article with you! The current permitting process for energy infrastructure projects in the U.S. is filled with inefficiencies and delays that inhibit access to reliable, affordable energy. The costs associated with these delays are passed on to the American consumer in the form of higher electricity and gas prices. These are just a few of the reasons why permitting reform is necessary to help streamline the path for building critical energy infrastructure.

(archive: 2018) Wind Energy Facilities Law, Town of Richland, New York #NY: The Town Board of the Town of Richland finds and declares that: 5-1 The New York State Constitution’s “Bill of Rights for Local Governments” (Article IX, §2-10) obligates local legislators to protect the health, safety and well-being of their community. 5-2 While wind energy is a semi-renewable energy resource of electricity generation, and under some circumstances it may reduce the use of nonrenewable energy sources, the possible benefits must be balanced against potential negative impacts to local citizens, local economy, . . . #windpower #windenergy

Bipartisanship in an election year? Senators Joe Manchin and John Barrasso are taking another crack at reforming the US energy permitting process and preventing future bans on new liquefied natural gas projects. Manchin says the latest bill will transform an “outdated” permitting system that is stifling the country’s economic growth and emissions-reduction goals. #lng #naturalgas #oil #energy
