ELEVATE Procurement Conference, Day 2:   Today we explored procurement opportunities in regional trade agreements, such as CARIFORUM Eu EPA and CARIFORUM/UK-EPA as well as opportunities within the World Trade Organization system. We also looked at the challenges of oversight and how to safeguard against conflicts of interest and unethical practice.   Our recommendations: 📜 Effective public procurement systems must be based on sound legal and regulatory frameworks which capture key policies and procedures in the form of laws, regulations, or guidelines according to countries’ legal systems and traditions. 👩🎓 Professionalism and capacity development are critical to the success of effective public procurement. Procurement strengthening programmes tend to focus on drafting new procedures and establishing new institutions; but it is an organisation’s human resources who implement the provisions of any procurement law.   💰 Procurement systems also need robust monitoring and evaluation systems to ensure accountability for the effective use of funds. This way, the right products are obtained at the right quality, and generate the greatest savings, a key priority when resources are scarce. It's great to see how the world is moving forward in this area and I believe that Slovakia will soon see positive changes as well.
