California's massive approach to improving the Behavioral Health and SUD services system could not be done without a strong state-local government partnership and, yes, Medicaid managed care alone can't do this: prioritize urgency of care for the most ill, unsheltered, and vulnerable; develop community based Mobile Crisis Services; develop full service partnerships; enact and develop the Cares Act strategy (this initiative still needs targeted funding); humanize the LPS Conservatorship program; and Bond fund a comparatively huge amount of Supportive Housing initiatives at the local level - best practice models included. #statelocalgovernmenttransformation

Insightful! Getting consensus and traction in a large, diverse and complex state like California is a challenge and only through collaboration, shared objectives/metrics and a long-term commitment will real progress be made.
