There are some challenging - and valid - points in this opinion piece, especially when you consider how Charleston was built, but there has to be a middle ground. Preservation guidelines are often a blunt tool, not well coordinated with zoning practices or intent. Historic districts have been overused in places where form-base zoning or neighborhood conservation districts would have been a better solution to achieve the end result. Adaptive use strategies need to be encouraged and innovation in grant programs to accommodate building upgrades, such as the installation of sprinkler systems, as valid as subsidies for facade improvements, to maintain the character of a neighborhood or business district.

"The Tower of London’s World Heritage status is under "real threat" from the City of London Corporation’s draft policies for tall buildings, Historic England has warned. The heritage watchdog said the draft City Plan 2040 was "unsound in its current form" due to its wider heritage impacts. Consultation on the plan, which will be the corporation’s guiding document on developing the Square Mile, ends on 17 June.. The plan details the City's policies on housing, offices and cultural spaces to guide future planning decisions. Historic England said policies on offices and tall buildings were likely to "severely harm" assets such as St Paul’s and the Tower of London, in a submission seen by the Local Democracy Reporting Service (LDRS). The representation, which was dated 24 May and has not been made public, praised the City's expanded archaeology policy and policies on retrofit and refurbishment of existing buildings." Well, to be honest, it is not as if London had perimeters of protection/ buffer zones for heritage buildings as there is under French law (Book VI of the Heritage Code), promoting historic centres without the visual nuisance of concrete + glass contemporary buildings. The City skyscrapers are already disrupting London historic centre and overpowering Saint Paul's or the Tower. The new City Plan is the logical continuation of contemporary urbanism disconnected from heritage protection. https://lnkd.in/e3CBfrtH
