Good one for discussion. Interesting concept worth exploring. Karl Schmitt, MPA, PMP and others discussed something akin to this last week in defining Emergency Management lexicon centered on “Notice Events” or Pre-Impact Preparedness Response Actions. “When a state of preparedness is declared by the governor, the Maryland Department of Emergency Management will be directed to coordinate different arms of state government before the impact of a threat or hazard is felt. This allows the agency to convene local leaders and jurisdictional emergency management, as well as a senior policy group to advise the governor about the potential impact and how the state should respond.” #emergencymanagement #crisismanagement

📣 Earlier this month, FEMA Region 2 and NYS Division of Homeland Security & Emergency Services executed the first-ever FEMA-State “Practice your Primary, Alternate Contingency, Emergency (PACE) Communications Plan” exercise. PACE communications plans are a tool for helping organizations prepare for backup communications capabilities in out-of-the-ordinary situations. This practice scenario focused on how the New York State Watch transmits information to FEMA Region 2 in a communications-degraded environment. FEMA Region 2, along with CISA Region 2, supported the Homeland Security Exercise and Evaluation Program event where the New York State Watch relayed pre-scripted messages to the FEMA Region 2 Watch Center on all available PACE communication systems to include satellite phone, land mobile radio and the FEMA National Radio System. ❓ What is a PACE Plan ❓ ➡ Maintaining operability, interoperability and continuity of emergency communications is critical for emergency response, regardless of the operating conditions. PACE planning helps organizations establish options for redundant communications capabilities if primary capabilities are disrupted or degraded. It also helps establish predictable and redundant communications capabilities in changing operational environments. Federal-state communications interoperability is critical to effectively support the citizens of our nation during catastrophic events. This exercise helped strengthen FEMA Region 2’s partnership with state counterparts and helped pave the way for future opportunities to refine execution for future emergency events. This was a really serious incident that could have had disastrous consequences. The report is a ltlke coy about detailed explanations and descriptions, probably for good reasons. It looks like much has been learned. Overall it is a reminder that achieving resilience in a vital area such as this is made much more difficult by the very technology that makes the system slick. “Section 695 of the Post-Katrina Emergency Management Reform Act of 2006 (PKEMRA) has become outdated because of more recent Federal Acquisition Regulation (FAR) changes that apply government wide. Section 695 restricts the length of non-competitive DHS contracts for urgent and compelling requirements to 150 days. However, the FAR now limits these non-competitive contracts to one year, based on section 862 of the FY 2009 National Defense Authorization Act, rendering Section 695 obsolete. The bipartisan Helping Eliminate Limitations for Prompt Response and Recovery Act would clean up inconsistent requirements by repealing Section 695, which applies only to DHS, and would improve the department’s ability to respond to emergencies. Once the bill is enacted, DHS would follow current government-wide rules in the FAR on length of emergency response and recovery contracts. The purpose of the FAR is to have consistency in government contracting, while maintaining integrity in the process and ensuring timely delivery of best value products and services to agencies and the public.” #DHS #disasterresponse #emergencyresponse
