Community First Choice (CFC) allows states to offer attendant care services on a state-wide basis to eligible members, through their state Medicaid Service – in Colorado, Health First Colorado. Through CFC, members would have the option to direct their attendant care services or to receive services through an agency. Encouraging self-direction is a foundational program goal. The Centers for Medicare & Medicaid Services (CMS) approval allows New York to make large investments in wide-ranging Medicaid initiatives. This includes establishing sustainable base rates for safety net hospitals that serve the state’s most underserved communities; connecting people to critical housing and nutritional services; enhancing access to mental health and substance abuse treatment; and making long-term, sustainable investments in the state’s healthcare workforce. What is the message from FQHCs to Medicaid Directors? 1) Invest in provider networks to help them survive. Community member engagement has become an important element of Medicaid program and policy design in recent years, especially as a means of promoting health equity. New rules from the Centers for Medicare & Medicaid Services will further accelerate community engagement efforts across the nation. This new resource center, developed by the Center for Health Care Strategies, offers practical tools and guidance to help Medicaid stakeholders engage community members in policy and program design. On March 7, Senator Bob Casey introduced the Community Health Worker Access Act. If passed, the bill will enhance access to community health worker services for Medicare and Medicaid enrollees by improving reimbursement for community health worker services provided under Medicare and facilitating their integration into Medicaid. Community health workers are essential to providing equitable birthing and postpartum care. This bill has the power to empower communities and improve some of the inequalities plaguing our health care system.
