The National Drought Group met earlier this month to discuss the importance of being ready for extreme weather, following England's wettest 12 months on record! With the impacts of climate change becoming more pronounced, we need to recognise that both drought and flooding are part of the same challenge. While water resources are currently healthy, the Environment Agency warns that droughts will likely become more frequent. As Minister for water and flooding Emma Hardy highlighted, population growth and climate change are putting immense pressure on our water systems. To ensure a sustainable future, we must improve and introduce new infrastructure whilst enhancing resilience against all weather extremes. #Floods, #drought, #wildfires and low-flow events, as well as #waterscarcity situations and #extremestorms, are likely to become more intense, longer and more frequent for the next period due to #climatechange. As a solution to environmental risks, the Disaster Management Working Group was established in 2019 to concentrate on emergency response and preparedness elements of managing environmental risks which are in line with the goal of #EUSDR Priority Area 5 - #EnvironmentalRisks. Extending the cooperation and joint efforts of the countries in the #DanubeRegion presents an opportunity for reaching a common understanding and for developing standards regarding the management of environmental risks. Developing recommendations for the involvement of #civilprotection organisations and #fireandrescueservices involved in #disastermanagement would encourage standardised response activities. New Jersey is rolling out a comprehensive suite of reforms to coastal building rules meant to cope with floods and rising sea levels. The three primary flood protection components of the proposed rule would: 1️⃣ Create an “Inundation Risk Zone.” This new zone encompasses land currently above sea level likely to be inundated either permanently or twice daily during high tides over the life of proposed development. New or improved residential buildings, critical buildings, and critical infrastructure will be required to account for the increased flood risk. 2️⃣ Adjust tidal flood hazard areas. Using the best available New Jersey-specific sea-level rise data, the rule establishes the “climate adjusted flood elevation” to reflect the likely increase to five feet above current sea level by the end of the century. 3️⃣ Align with the National Flood Insurance Program’s (NFIP) minimum standards. The proposed new rules ensure that department permit standards or authorizations for a site are as protective as federal standards, as established in each community’s rule or floodplain ordinance. The proposed rulemaking also includes changes to protect critical facilities and infrastructure from the effects of climate change; increases protection of land and water resources; facilitates the use of nature-based solutions; encourages renewable energy; and improves stormwater management, particularly in urbanized areas.
