Kansas crop producers are projected to receive at least $782 million in economic assistance as a result of the U.S. Congress including $10 billion in farm economic aid within the American Relief Act, 2025, which passed last week.    Here's a breakdown of the act and its implications for Kansas, based on data published by the Rural and Farm Finance Policy Analysis Center (RaFF).    1. Two-thirds of the state's total estimated economic assistance payments stem from two commodities: corn (34%) and wheat (33%). By commodity, the economic assistance provided depends on the number of eligible acres (i.e., those planted in 2024 plus 50% of 2024 prevented planted acres) and estimated economic assistance, which is the higher of 1) 26% of the economic loss for an eligible crop (i.e., difference between expected gross returns and expected costs per acre) or 2) 8% of the product of national PLC payment yield and commodity statutory reference price. This year, both corn and wheat had depressed prices, which pressured returns.    2. Economic assistance projected for Kansas sorghum producers represented 14% of the total estimated for Kansas. However, an estimated 45% of the country's sorghum economic assistance payments stemmed from Kansas sorghum. An estimated 17% of the country's projected wheat economic assistance will be directed to Kansas producers.    3. Kansas producers who had soybean, oats, cotton, barley and sunflower acreage in 2024 will also receive economic assistance.    4. Per producer or legal farm entity, payments will have a cap, which will vary depending on reliance on farm income — $125,000 if farming, ranching or silviculture provided less than 75% of average gross income in 2020, 2021 and 2022 or $250,000 for all other cases.    5. In October, RaFF released the fall 2024 farm income outlook for Kansas. It anticipated $729 million in direct government payments for the year. Economic assistance provided through the American Relief Act, 2025, will more than double this original estimate of direct government payments and lift statewide net farm income by 17% — driving home the significance of this recent legislation. Even after accounting for the economic assistance, 2024 estimated net farm income will total some $459 million less than 2023 state net farm income.   6. In addition to allocating economic aid to farms, the American Relief Act, 2025, extended the 2018 farm bill until September 2025.
