How strong is China’s navy? July 26 2024 China’s rapid naval buildup has allowed it to pull ahead of the U.S. Navy by the straightforward metric of number of battle force ships, and it continues to build at a rapid rate. The United States retains a large lead over the People’s Liberation Army navy by tonnage and a qualitative edge in several types of platforms – though the difference in quality is shrinking. The United States also works closely with other regional navies, though whether that will matter in crisis is open to debate. On July 26, Brookings will host a discussion designed to assess the relative strengths of the world’s two most powerful navies. Reaching a clear but nuanced assessment of China’s naval strength is essential for U.S. strategy in Asia. Moving beyond the “quality versus quantity” debate, the discussion will focus on areas of relative strength and comparative assessment.

Thought of the day: The US Navy has had no loss of life or serious injury caused by their reactor plants. Ever. The level of detail paid to #safety is enormous in the Naval Reactors program. I’ve seen that firsthand. At B&W/BWXT they gave us placards of the Rickover Principles to wear around our necks, Right along with the security clearance badge to get into controlled areas of the plant. That’s how important they are. And how ingrained they are in the entire program, Top to bottom. Right there, all the time. The US Navy mitigates risk like nobody else. How is this done? Defense in Depth. Redundancy. Qualification & Inspection. Security. Safety. You know, The Hyman G. Rickover Principles. Some others: -Conservatism in design -Strong central technical control -Formal documentation Consider that since the 1950’s the Navy has done: -34 core designs -28 reactor plant designs -457 reactors refueled or decommissioned -8X gains in operating efficiency since 1955 And there has been no loss of life. When the absolute risk of something is as high as it is for a nuclear device, Then the risk mitigation strategy must be equally stupendous. That’s (partly) The Rickover Principles!
