Achieving SDG 16, which aims to promote peaceful and inclusive societies, ensure access to justice, and build effective institutions, requires substantial financial resources. Relying solely on state budgets is insufficient, making innovative financing mechanisms essential. In Indonesia, successful initiatives have leveraged diverse funding sources to address environmental disputes, while the new UU TPKS law allows compensation for sexual violence victims through alternative financing beyond state budgets. Civil Society Organizations (CSOs) play a crucial role in advancing justice but often face funding constraints. To support them, trust funds have been established to ensure their operational sustainability. Collaborative efforts, particularly between governments and CSOs, are vital for accelerating SDG 16 implementation. Innovative financing not only mobilizes additional resources but also enhances efficiency and sustainability. It's time to break the silence! 🩸 In Indonesia, menstruation has long been a topic shrouded in secrecy, with 25% of girls lacking basic information about their periods. This gap in knowledge leads to fear, embarrassment, and absenteeism. Yayasan Plan International Indonesia (YPII) is changing the narrative by promoting Menstrual Hygiene Management (MHM) in schools. #LOCALIZATION #USAID Most of us know about USAID Administrator Samantha Power’s well-publicized vow to shift a quarter of the agency’s funding to local organizations by 2025... Power has also promised that by the end of the decade, half of USAID’s programs would “place local communities in the lead to either co-design a project, set priorities, drive implementation, or evaluate the impact of our programs.” In other words, USAID would give real agency and decision-making power to locals. But first, it has to define what exactly that amorphous goal entails. Enter the Locally Led Programs indicator, a framework of 14 “good practices” grouped into four categories. For a project to be considered locally led, it must adopt at least two of those practices, across two different categories. Arguably, two out of 14 is not a whole lot. There are also questions about whether this will become a tick-the-box exercise that does little to reduce the burden of onerous approval and reporting requirements that act as a barrier to local organizations securing USAID contracts (from DevEx Newswire).

Indonesia is among the Asian countries at the forefront of implementing the #SDGs. But like many, achieving the goals at the subnational level is still a struggle. Indonesia has introduced some innovations but require further localization to ensure ownership and greater local involvement. Read this recent report from ADB Publications to see the challenges and interventions implemented in Indonesia to ensure no one is left behind. To note from the report: "A notable feature of Indonesia’s efforts on SDG implementation has been its recognition of the criticality of collecting and analyzing data at multiple levels."
