A bipartisan report titled “Congressional Guidance for a National Maritime Strategy” has been released by several U.S. legislators, outlining a vision for revitalizing the nation’s maritime sector. The report, presented by Senator Mark Kelly (D-AZ), Representative Mike Waltz (R-FL-6), Senator Marco Rubio (R-FL), and Representative John Garamendi (D-CA-8), lays out strategic objectives and actions for breathing new life into the sector. GREY POWER: "The International Maritime Organisation (IMO) changes its Secretary General but rarely, so it is interesting to see the first thoughts of Arsenio Dominguez, who inherited this important role from Kitack Lim at the turn of the year. "A port engineer from the Republic of Panama, and a long-term IMO inhabitant, a delegate for the world’s biggest flag and a distinguished committee chairman, he is unlikely to find many surprises in Lambeth and his remarks thus far have not been calculated to unduly frighten the horses. "He will, however, be under no illusions about the challenges facing the organisation at a time of political instability and technical change, the demands of those whose every action revolves around the mantra of climate change, and older, more constant requirements to enhance marine safety. In addition, as his predecessor was clearly made aware, the work of the organisation is subject to increasingly critical scrutiny from media, governments, and even the public, in a way that would have been unthinkable a decade or two earlier." This is *precisely* the kind of bill we need to start re-vitalizing America's ability to build and repair military and commercial ships. The Jones Act will finally have the support it needs to create a functional, globally competitive American Merchant Marine.
The Waltz-Kelly bill, 18 months in the making, represents a concerted effort to revitalize America’s maritime power—a critical step to ensure our access to the seas remains free from coercion. It seeks to bolster not just the maritime industry, but the maritime ecosystem as a whole, with particular emphasis on the workforce that depends on the seas for their livelihood. Our task now is to find ways to be supportive and continue the collaborative efforts between Congress, industry, and the interagency. Only by working in tandem and speaking with a unified narrative can we effectively shape the future of America’s maritime power.
