I couldn't agree more, I actually prefer folks with a range of diverse experiences. Consulting gives you the opportunity to see things done well and done poorly 20 different ways, vs. in-depth experience in a handful in-house roles teaches you how to build for durability and scale.

You're 100% right - it doesn't mean that they can't, blanket assumptions/biases are always bad. That said, consultants have a secondary responsibility to their work - which is their billable time. The best consultants I've ever worked with know and thrive within that reality. Hire a consultant like that in-house and you can rest assured you have someone who values your time/money.
