📣 The Scottish Land Commission has responded to the Scottish Government's consultation on crofting reform, highlighting the opportunity to further develop crofting as a key component of Scotland’s land reform programme. The Commission has welcomed the consultation, which proposes updates to the Crofting Act, emphasising crofting’s vital role in diversifying land ownership and supporting the Government’s broader objectives for land ownership and use in Scotland. The response from the Commission recognises that whilst the current consultation is focused on short-term improvements in crofting regulation and administration, which it is supportive of, there is potential for wider reforms to crofting to unlock further opportunities including access to small-scale land opportunities and affordable housing as well as supporting rural re-population. An explanation follows: ASH has no objection to the present permitting system, permits being approved on an annual basis. In contrast, leases granted for commercial use of all or part of a national park, whether long-term or VERY long-term (eg70 years) are just plain wrong. Leasing a state asset is equivalent to selling its use rights; and every political party says so - when in Opposition! “Commercialisation” via leasing of national parks must stop. This is a significant start to deal with the challenges we face to make sure Tasmania remains a great place to live and work for all of us. As planners, we are thinking ultimately about how we all live from day to day. Not just for you or me, but your kids and grandkids. We desperately need strategy that is linked across sectors and agencies, and funded so that it can be implemented. We have the fastest regulatory planning system in the Country, but the strategic support for the future is underdeveloped, The Population Policy picks up some of PIA’s asks from recent campaigns, but these were not very ambitious (as many of my colleagues told me) because we are still trying to build the planning system. More is needed if we are to get the best for Tasmania and Tasmanians from all of the current reforms going on with this, the regional land use strategies, the Tasmanian Planning Policies, linkage to national programs, funding and everything else going on in the planning space at the moment. PIA Tasmania has written to Premier Rockliff to acknowledge the release of the ‘Planning for the Future’ policy. We highlighted the importance of continuing strong leadership at the State level in directing and managing growth across Tasmania. Good strategic planning systems cohesively align infrastructure, housing and economic agendas and provide an effective line of sight between national level priorities such as the National Housing Accord and draft National Urban Policy, and local outcomes. PIA also welcomes the announcement of additional funding for medium density infill development outcomes in our urban environments. This provides the foundation for ongoing leadership in encouraging density done well that delivers liveable outcomes and contributes to great places and communities. We suggested in our letter that support for a small number of pilot projects is the most effective way to use this funding and showcase good outcomes for residents and communities. We are very pleased to have submitted a comprehensive application to the Federal Government’s Regional Precincts & Partnerships Program for the Coffin Bay Business Precinct Regeneration project. The team have spent the last 18 months carrying out preliminary investigations, stakeholder engagement and industry and community consultation to prepare an impactful proposal that aims to address key challenges and constraints in Coffin Bay associated with land availability, critical town infrastructure and traffic (vehicle + vessel) movements. The project will enable the growth of the iconic Coffin Bay oyster industry and provide community, visitor and environmental benefits while simultaneously achieving one third of all actions identified in the Coffin Bay Master Plan. The Coffin Bay Business Precinct project is an exciting initiative that will enable the sustainable growth of Coffin Bay’s aquaculture industry whilst also improving community safety and delivering on new key elements as part of the Project, including road and marine upgrades, and waste management infrastructure. Key elements of this multifaceted Project include the following: - Upgrading the existing boat ramp facility, - Expansion of the existing business precinct to enable growth, - Upgrades to the road transport infrastructure, - Repurposing the current waste transfer station land, - Establishment of a new waste transfer station at a new location, - Upgrade/renewal of the community wastewater management system, - Amenity upgrades to the business precinct, - Development of a Precinct Sustainability Strategy, and - Investigate opportunities for a research/education hub. Planning and detailed design will be undertaken in a partnership environment involving key partners, local community, stakeholders, First Nations and industry to support the development of a place with purpose that supports regional growth and prosperity, and promotes Coffin Bay’s reputable brand. ProcurePM worked closely with Councils’ team to scope the Project, and design and execute an innovative procurement approach to identify a delivery partner that will allow completion of both planning and detailed design phases for the project, and with a view to being ‘construction ready’ in early 2026. A successful grant application will mean the planning and detailed design for the project can kick-off immediately, having already undertaken a comprehensive tender process to select a suitably skilled and experienced design team (WSP in Australia). In B.C. a Section 57 is the equivalent of a work permit for recreation infrastructure on Crown land. Any group that wants to build a shelter, fix up a trail or rehabilitate habitat has to apply to Recreation Sites and Trails BC for a Section 57 under the Forest and Range Practices Act.
