#BreakingNews: On Monday morning, the Foundation for Defense of Democracies (FDD), a nonpartisan research institute based in DC, will be releasing an important report that examines the feasibility of creating an independent cyber service, the US Cyber Force. Following the release, FDD will host a discussion featuring the report's lead author, RADM (Ret.) Mark Montgomery, senior director of FDD's Center on Cyber and Technology Innovation. Mark will be joined by US Rep. Mike Gallagher (R-WI), chairman of the House Armed Services Subcommittee on Cyber, Information Technologies, and Innovation, and co-author Dr. Erica Lonergan, assistant professor at Columbia University. It was a great day 1 at the Billington CyberSecurity Summit! Topics included AI (a lot was said about AI!), ransomware, quantum, cyber diplomacy, and public-private partnerships. My biggest takeaway for the day will probably be the great discussion on the International Counter Ransomware Initiative. This US-led initiative has participation from 68 states, and its informal structure allows it to operate closer to the speed of relevance than normally possible through bureaucratic institutions. https://lnkd.in/d38maDt3 The International Counter Ransomware Initiative (CRI) is the world’s largest international cyber partnership. The CRI builds collective resilience to ransomware, disrupts the ransomware ecosystem and designs policy approaches to combat ransomware. It was established by the United States in 2021 because no single entity, no matter its capabilities or experience, can combat ransomware effectively alone. International partnerships are a force multiplier against ransomware actors and their ecosystem – they strengthen our capability to detect, disrupt, and deter malicious cyber actors that engage in or facilitate ransomware attacks. Ransomware is a pocketbook issue that affects all aspects of our lives, and through CRI, our schools, hospitals, and businesses are better protected from ransomware threats.

With an administration change now certain to occur in January, there are a number of bad ideas floating around about what should happen to the #DHS Cyber & Infrastructure Agency (#CISA). At the top of this list is a plan from Project 2025 to dismantle the agency and send what remains to the Department of Transportation. Formed in 2018, CISA has matured into the Nation's lead coordinator for #cybersecurity, #infrastructuresecurity and #electionsecurity protection. Rather than tearing this progress down, Congress should look to further invest in the people, programs and private sector collaborations that have flourished over the last six years. DHS is a department built on partnerships and is the right home for CISA. Over the last decade, #cybersecurity has largely been considered a bipartisan space with CISA leaders like Chris Krebs and Jen Easterly leading the charge. This should continue regardless of the outcome in November. MITRE’s Center for Data-Driven Policy will be issuing a series of papers over the next several months to inform presidential transition teams from both parties on key science and technology topics. Our cyber defense paper was just issued! It recommends securing our critical infrastructures, focusing on zero trust and SBOMS, preparing for quantum computing, and clarifying and strengthening authorities of our key cyber leaders and organizations. Zoom in on this photo. Are you surprised to see UX at the top of this priorities list from the Office of the DoD Chief Information Officer? You shouldn’t be. Even the most well-intentioned, feature-packed solutions will have minimal adoption, if product owners and sponsors fail to appreciate and prioritize UX. Design is about far more than just making pretty things or making things pretty - it is a critical piece of the puzzle that DoD and contracted software developers have ignored for too long. Service members pay the price in wasted time and frustration attempting to navigate poorly designed tools; the services pay their own price in lost productivity and operational efficiency.
