What brought you to U.S. Army Corps of Engineers, Chicago District? 📌 I came from the Kane-DuPage Soil and Water Conservation District (SWCD) almost 14 years ago. While at Kane-DuPage SWCD I worked closely with USACE Regulatory Project Managers on soil erosion and sediment control review and compliance on construction projects. I appreciated the work that USACE Regulators did to ensure the protection of our Nation’s aquatic resources, so when a position opened, I knew I wanted to apply, and I’ve been in Regulatory ever since! What type of work do you do at the Chicago District, USACE? 📌 I am a senior project manager in the Regulatory Branch and issue permit applications under the Clean Water Act and Rivers and Harbors Act authorities. Currently, I specialize in projects funded through the Bipartisan Infrastructure Law, specifically transportation and utility projects. I also permit complex projects that involve large impacts to wetlands and waterways or involve federal consultation with Fish and Wildlife Service or Illinois SHPO. I also help lead Regulatory outreach initiatives to ensure our partnering agencies and the regulated public are aware of changes in our program or Federal regulations. I am also the Sexual Harassment/Assault Response and Prevention Victim’s Advocate (SHARP VA) for the Chicago District. This is a collateral duty position, but one that is incredibly important to me. Continuing to educate our employees on ways to prevent sexual harassment and assault in our District, along with providing critical resources for those who need them is so important to me. If you have a degree, what is your highest level of education? What was your major? 📌 I have a bachelor’s degree in Natural Resources and Environmental Science, with an emphasis on Soil Sciences from Purdue University. Boiler Up! The #ExideResidentialCleanup Project resumed field mobilization & work with a new contractor (Parsons Transportation Group) on Feb. 5, 2024. It's one of the largest cleanup projects in the USA - requiring cooperation among 200+ Department of Toxic Substances Control (DTSC), contractor & subcontractor personnel daily. Staff are divided into teams that fulfill specific project requirements; one of these teams, known as a #CleanupTaskForce, is shown in this image. 20 cleanup task force teams are in the field each day, with each team working at one residential property at a time. After they complied with what was required, documentation - wise and then review - wise as well overall. The DENR actually submitted a report, and they had, in fact, substantially complied. Loyzaga also said that the DENR is conducting a cumulative assessment impact on the areas as well. ---------------------- Pasay Eco-City Coastal Development would continue as the President decided to exempt them from a suspension order he issued last August covering 22 Manila Bay reclamation projects pending a thorough government review. The exempted reclamation projects included the Pasay 265, a joint venture with Pasay Harbor Corp. covering 265 hectares, and Pasay 360 with SM Smart City Infrastructure and Development Corp., which will be connected to the SM Mall of Asia complex. Salceda added that Pasay 265 and Pasay 360 “could yield as much as P563 billion in real estate assets for the government.” ------------------- The Department of Environment and Natural Resources on Wednesday clarified that the two Pasay Eco-City Coastal Development projects recently given the green light complied with the national government’s requirements. DENR Secretary Antonia Loyzaga, in a Malacañang press briefing, said the compliance review process is separate from the ongoing cumulative impact assessment. The compliance review process looks at the ECC (Environmental Compliance Certificate) and the area clearances of all those given the go-ahead to see whether they have actually complied with the conditions,

I was honored yesterday to have presented at Sonoma Clean Power-Advanced Energy Center in Santa Rosa, California , on behalf of the Tulane University Law School's Utility Vegetation Management Institute, a report and recommendations to the State of California's Wildfire Safety Advisory Board for legal and regulatory improvement to enhance the safety of California as well as its neighboring fire-prone states. Joining me on this presentation was the co-founder of the UVMI, Stephen R. Cieslewicz, who also co-hosts The UVM Podcast - Utility Vegetation Management. While California already has the most advanced legal and regulatory system in the country aimed at protecting against wildfires, it was encouraging to see the dedication of the WSAB Board, advisors, and the members of the public who were passionate about doing more to enhance this system. Tulane University UVMI provided 18 recommendations for consideration with relation to Utility Vegetation Management that included, among others: - Equitable participation in UVM activities by communications companies sharing utility poles - Standardization of terminology, using ANSI - American National Standards Institute A300 as a basis to avoid confusion - Clear demarcation of responsibilities of utility companies - Definition of responsibility for UVM on service drops - Alignment of regulatory intent for clarification of interpretation by the regulated community, ratepayers, and courts alike - Establishment of inspection and work frequency - Development and sharing of BMPs on a national basis - Clarification of refusal practice and procedure - Consideration of tree removal and determination of disposition of woody debris - Mitigation and carbon sequestration tracking as well as use of best available technology to catalog, mark, and protect against wildfire danger, preferably utilizing remote sensing technology enhanced by machine learning - Institutionalization of Right Tree / Right Place and Trees for Energy Conservation principles and developing methods for both planting and maintaining enough trees to expand the canopy cover, utilizing guidance from, among others, Arbor Day Foundation - Consideration of construction alternatives so that trees and nature are not always the side of the dispute that must give ground, understanding that there are times when an engineering solution that preserves trees should be the preferred alternative. We urged that any regulatory reform in California needed to have a holistic and balanced approach guided by the rights of public and private tree owners, the needs of the environment, the ability of utilities to both perform the work and recover the reasonable cost investment of the UVM activities, and a serious and aware concern for both worker and public safety.
