An updated national disability strategy, released this week by Social Services Minister Amanda Rishworth MP, signals much-needed attention to building a more inclusive Australia. When the strategy’s current target areas expire in 2025, we believe retaining employment as a focus area could deliver huge benefits to the community. There is a rich, untapped talent pool of around 113,000 Australians with disability who are unemployed and looking for work. While the participation of people with disability in the labour force is improving, the progress is slow and unevenly spread. Workers with disability are under-utilised within Australia’s job market. According to the Australian Bureau of Statistics, in 2018, the employment rate of people with disability was only 47.8% while those without had rates of 80.3%. We acknowledge that employment is not a one size fits all solution to the barriers people with disability face in society. Employment is one piece of the puzzle, that can have significant economic and social benefits for all. To create the case for philanthropy’s contribution to disability we wanted to know what would happen if we took the barriers to inclusion down. With the benefit of creating a more inclusive society for people with disability, just over one in five people with disability currently unemployed could find employment, contributing an additional $25.2 billion to the economy annually. Further, approximately one in six underemployed people (i.e., working less hours than they desire) with disability could be full employed, adding an additional $0.4 billion annually. As a witness who spoke at the Senate when the Canada Disability Benefit Bill was being studied, I feel 100% like a token. The only thing I see in this budget - which I advocated for - was that the government foot the bill for the forms required to establish eligibility. Outside of this, nothing in this eligibility criteria even comes close to what advocates were calling for. So what was the point of calling me as an autistic witness? Well… the Accessible Canada Act (along with this bill’s preamble) state “nothing about us without us.” This means we get a seat at the table, but the government can still do what they want in the end. Nothing has changed. It’s all a political act with no true backbone. I wrote a thorough brief which I presented. I called out the lack of legislation surrounding clawbacks and the then Minister’s “red line framework with provinces” comment. I knew it was naive to think that this was enough. I called out the lack of accountability surrounding consultation. It’s naive to believe the government will do their due diligence to consult properly. In fact, to date I have seen exactly one survey asking for input on eligibility criteria since this bill passed in June 2023. I called out that CPP with OAS max only pays just under $1800.00 a month (at least at that time). Not enough to afford to live right now. On top of this, disabled individuals have additional costs. As shown, $200/month is what we’re to be given to pay for our unique support needs. My cognitive behavioural therapy is $250.00/ hour once a month. So the amount doesn’t even cover a standard appointment like this. Across Ontario, this is a standard rate for a psychologist appointment. And don’t even get me started on the pathetic eligibility criteria that ignores 75% of disabled Canadians. It’s already a barrier riddled roller coaster to qualify for the disability tax credit - so let’s make that the go to route to qualify for this too! This budget - this bill - was an absolute slap in the face to every disabled Canadian in the country. My presence as a witness was truly and utterly a waste of my time. It was all an act to say they had consulted but nothing I said or wrote clearly mattered. I watched organization after organization, individual after individual argue to get that bill through stat. Many are now in the media expressing their outrage. Yet when they had the chance to advocate, they chose to say “get the bill through now.” I firmly advocated against this - and this is why. Disability Employment Awareness Month (DEAM) promotes employment inclusion and increased participation of workers with disabilities in Alberta’s economy. DEAM celebrates the contributions of workers with disabilities and supports employers in practicing inclusive hiring. There are over 16 million people in the UK who have a disability or long-term health condition. That’s 24% of the UK working-age population. 💡 However, 52% of those people are unemployed. This is considerably higher than the unemployment rate for non-disabled people (4.2%) One of the main reasons the unemployment rate is so high is due to a lack of disability awareness. Some don’t see the need for disability awareness, however, disability is a protected characteristic under the Equality Act of 2010. Providing awareness and insight into disability will enrich the workplace, provide employment for disabled people and support society to be inclusive. This is why disability awareness is important! Questions for party leaders and their candidates on disability and equality 1) The week before last I was interviewed by Sky TV news on a new blood diagnostic tool that made it possible to detect Parkinsons disease seven years before a person would normally show symptoms; will/should the Government fund the screening? 2) all the parties accept that there are structural inequalities that disadvantage disabled people but what does structural equality look like instead? 3) what additional help is there for disabled consumers of energy and financial services if they have additional costs or requirements arising from their disability? 4) what new measures would you support to achieve an inclusive economy? 5) how would you dialogue or interact with disabled people and their representatives specifically the Disability Resilience Network if you are elected?
