Hi Everyone I have been considering for a little while if I should make a public statement and I would like to express than in doing so, I do not pass judgement on the individuals involved as I do not know anyone on a personal level. I also note that there are many clients requiring care in Norfolk and applaud anyone joining the profession and doing their bit. Professionally however, I feel compromised at the moment and feel that I would like to address the public who have perhaps been misled in recent times. To be a Home Care Provider is a privilege and as Director and Registered Manager it is a role I take very seriously. My role comes with an abundance of compliance and checks that are legally required of me. To be CQC Registered is a legal requirement of the Health and Social Care Act 2008, if you are providing an “An Activity involving or connected with the provision of health or social care”. If individuals are carrying out a regulated activity to multiple clients then they should register with the Care Quality Commission as an individual. They do so as a legal entity and are directly responsible for carrying out their activity. If they are directly linked to one client ONLY then they can be considered a personal assistant. We have noticed multiple organizations in the Dereham area now providing Home Care to clients in groups of individual carers for multiple clients. If there are people in charge of the group then they are acting as a Care Provider and as such need to be CQC registered. If they are working as individuals for multiple clients, again they should be CQC registered. Home Care is hard to regulate due to its remoteness so I can only liken the situation to a private care home being opened, with no registration, no fire safety, food hygiene, infection control checks or safeguarding checks. It would be shut down or registered appropriately. Unfortunately the CQC don’t have the man power to identify unregistered services and approach them at the moment. What does it mean to be CQC Registered? It means the care they provide is regulated, inspected, graded and checked to be of high quality with up to date practice. The importance of this should not be underestimated. My concern is that the public is being misled that these services are above board, when in fact they are breaching the legal requirement of the Health and Social Care Act 2008. All Care Providers should display their ratings and registrations on their website so please do your research if you are looking for care.
