Happy Cities Are Redeveloping into Places for People At this year’s QuadState APA Conference in Fayetteville, Arkansas, I had the opportunity to engage with thought leaders and urban planners from across the region. Dr. Tristan Cleveland, an urban planner and research specialist for Happy Cities, led an insightful discussion on reshaping urban spaces to prioritize people over cars, promoting healthier, more sustainable, and more inclusive communities. A key takeaway from the session was that making car-dependent places more people-centered in design doesn’t always work. In fact, most of the time, it doesn’t increase land values or active transportation use, and it can reduce the financial outcomes of affordable housing investments. Even congestion reduction strategies may lower the GDP of the area. So, where should you focus your people-centered development efforts? The answer lies in where market trends are shifting. Retail purchasing patterns have changed, meaning fewer people shop at malls, and office space demand—particularly Class B office space—is declining. If the old development pattern is working, there’s no need to invest in transforming it. Instead, identify underutilized spaces and concentrate your efforts there. The best long-term activation strategy is to play small ball. Here’s how: 1. Activate and fund a dedicated organization to manage redevelopment efforts in the selected area. 2. Sustain the initiative with a consistent yearly budget to ensure long-term growth and stability. 3. Invest small amounts yearly to make gradual improvements. There’s no need to swing for the fences with a big project like a stadium. 🏙️ When Public-Private Partnerships Transform a City: A Success Story in Urban Revitalization Can the collaboration between private real estate and local government truly change the urban landscape? Here’s a powerful example of how it can. In 2023, a significant public-private partnership between the City of Detroit and a private real estate investment firm, Bedrock Detroit, delivered a stunning example of urban revitalization. The Hudson’s Site Development Project in downtown Detroit stood as a symbol of collaboration, determination, and the power of working together to create meaningful change. Once an underutilized area in the heart of Detroit, this site had been vacant since 1998. The local government wanted to turn it into a space that would revitalize the downtown core but lacked the resources to make it happen alone. Enter Bedrock Detroit, which partnered with the city to create a 1.5 million-square-foot mixed-use development, blending retail, office, residential, and public spaces. By combining resources, expertise, and vision, the project was designed to not only create a modern, multi-functional development but also bring thousands of jobs and stimulate economic growth in the area. The government streamlined zoning and permitting processes, while Bedrock Detroit invested heavily in construction, design, and tenant recruitment. A once-abandoned site transformed into one of Detroit’s most ambitious urban developments in recent history. This project: - Generated over 5,000 construction jobs and is projected to create thousands of permanent jobs in the retail, office, and hospitality sectors. - Revitalized the downtown area, drawing in new businesses, residents, and visitors. - Became a symbol of Detroit’s ongoing renaissance and the potential for public-private partnerships to drive urban renewal. Walkable density focuses on density as a tool for achieving community goals, such as quality of life improvements, economic opportunities, equity, and retrofitting sprawl, among other benefits. It enhances how people experience urban places. 3. Suburban Remix: This course chronicles how suburbs can make a conscious choice to plan to become as central to society as they were for much of the latter half of the 20th century. It discusses transforming outmoded malls, strip centers, office parks, and similar places into a new generation of compact, dense, walkable, mixed-use urban areas that accommodate multiple versions of the American Dream. 4. Just Suburbs: This course explains strategies for addressing challenges in the suburbs, including encouraging greater collaboration among suburbs, growing stronger networks among supporting institutions, and laying the policy groundwork for mixed-income neighborhoods.
