The House Armed Services Committee is taking action to address delays and cost overruns in US Navy shipbuilding. The committee is pushing for the Navy to complete a ship's design "100 percent" before starting lead vessel construction, a policy change aimed at closing loopholes and avoiding incomplete designs that lead to major problems. Rep. Joe Courtney cited the Littoral Combat Ship as a prime example of how incomplete design can lead to frustrating outcomes. The amendment requiring 100% design completion was included in the House's draft of the next defense policy bill, suggesting bipartisan support. There are always unpredictable challenges that can occur in the supply chain industry. This was recently seen in the port of Baltimore when the Francis Scott Key Bridge collapsed. How does the supply chain industry get back on track after such a thing occurs? The US Army Corps of Engineers shared that the Port of Baltimore is scheduled to be open to limited access by the end of April. It will be used to transport automobiles and farm equipment. The Fort Mchenry Channel is set to open by the end of May. Engineers are hoping that by the end of May, the port will be fully restored and the regular capacity of access will return to normal.  The USACE is hoping that the weather or any other complexities will not interfere with the progress of reopening the channel. Labor shortages can be mitigated with modern IT processes including a single digital thread for optimized workflows, VR for training, Robotic Process Automation for work packages, track and trace for misplaced inventory, and GenAI to solve challenges such as welding documentation rapidly. The United States ran 55 shipyards in WWII with half of the population but we are still maintaining our nuclear Navy with outmoded processes and antiquated technology. Through modernization and digital transformation, the Navy will gain efficiencies and get these critical national assets back to sea...Or build better and more modern shipyards as our peer competitors do. Either way, our nation must make a capital investment in revitalizing the maritime industrial base or we will soon find ourselves outnumbered, out-gunned, and out-sticked. Then the real supply chain and labor shortage challenges will begin.
