The EPA's proposed rule aims to hold large emitters accountable by introducing a Waste Emissions Charge on excess methane emissions. The proposed rule will require a per-metric-ton (mt) fee on methane emissions above the identified thresholds released by most oil and gas operations. Critically important progress + next steps --> "Following the introduction of regulatory requirements in 2020, the Province is well on track to achieve its 2025 target of reducing methane emissions from the oil and gas sector by 45% from 2014 levels. A complicated article that brings about many good discussion points, some on the policy side such as: how effective are carbon credits? What is the role of government in creating policy and incentives to support emerging decarbonization technology? On the other hand it really also makes one wonder how effective carbon capture is as a technology and if it will ever be feasible on large scale outside of industries that are impossible to fully decarbonize upstream such as oil and gas? It seems that ny far the cheapest way to "capture" a metric ton of CO2 is to decarbonize upstream and avoid emitting it into the atmosphere in the first place.
