How can local government meet its net zero ambitions in a time of great financial challenges? During a CIPFA x Norse Group roundtable discussion in October 2023, attendees considered a range of initiatives to help local government achieve net zero. Despite obstacles, initiatives such as LED lighting, renewable energy adoption, and hybrid working show promise, but scaling up is hindered by resource limitations and policy uncertainties. Collaboration, investment, and public engagement are seen as crucial for local governments to lead by example and drive progress towards net zero, with emphasis on leveraging technology, partnerships, and youth involvement for long-term success. Yesterday’s ERC event focused on MATCHING ENERGY SUPPLY AND DEMAND FOR INDUSTRY. The ERC event offered valuable insights on existing and expected policies, gave practical examples. Here are some takeaways: 📌 In between energy supply and demand for industry is infrastructure. No transition without transmission. 📌 There is room for industry in North West Europe. But this means making political and societal choices. 📌Companies and network operators have different timelines for investment and do not always speak the same language. 📌The industrial cluster approach can help break through the chicken and egg dilemma about energy demand and network capacity. Cluster chairs can help in bringing parties together. And finally: 📌Collaboration is important but transforming the energy system and transforming industry requires cocreation by different players along the energy value chain. ⚖️ How is the market access of VPPs regulated in different countries? We're all familiar with the 🇪🇺 European Commission's grand ambitions for the clean energy transition. But let's get real: the flexibility market is crucial for making those ambitions a reality, and Virtual Power Plants (VPPs) are crucial for the flexibility market. ❓ Yet, how exactly is this flexibility supposed to reach the grid? What about the market access rules? And which markets are even open to VPPs? ❓ Despite Europe's lofty goals, do you know how many EU countries actually allow VPPs to participate in ancillary services bidding? Research reveals that in countries like Spain and Italy, where renewable production is soaring, VPPs are still shut out of the ancillary service markets. And exactly the same countries are forking out more cash 💸 than others for ancillary services. But there's more. Did you know that Distribution System Operators (DSOs) in general are still lagging the development of distributed assets by preventing them from connecting to the grid? ❓ And which European country dares to be a pioneer in residential flexibility access to the market, not just in ancillary services but across wholesale markets too? Hint: it's not in the EU... Now, let's ask: ❓ What's the European Commission actually doing to level the playing field? Are they taking action to standardize access rules for VPPs across different markets, from capacity markets to ancillary services and beyond?
