ISO-NE recently announced a new DASI that has the potential to fundamentally change price formation in the market. In Wood Mackenzie’s recent Fall 2024 outlook, our ISO-NE analysts did a deep dive into the initiative and explained how these changes could materialise. DASI will create two new ancillary service categories and is intended to accurately reflect reliability costs in the day-ahead market (DAM). ⚡The Federal Energy Regulatory Commission (FERC) has just approved ISO New England's request to delay the nineteenth Forward Capacity Auction (FCA) by two years. FCAs are generally held annually, approximately 3 years in advance of when capacity resources must provide service. This delay aims to give ISO-NE time to develop and implement a prompt and seasonal capacity market auction and refine the proposed Resource Capacity Accreditation (RCA) project to include a resource’s Marginal Reliability Impact (MRI.) 💡Why does this matter? The two-year delay is in addition to a one-year delay that the FERC had already approved. This means that the next FCA is expected to take place in Q1 2028, for the capacity delivery period starting June 2028 through May 2029, with the new RCA qualification process to begin in Q1 2027. According to ISO-NE, introducing a prompt auction could reduce annual capacity costs by around 13.7%, or $208 million by minimizing the risk associated with resources committing to performance more than three years in advance. 🤔Interested in learning more? Updates to EMAR and Digital Navigator will be completed by the end of the day. The REC Baseline Statement has been updated with the new product version numbers.   ❗Please Note❗ There has been a change to the version numbers of the REC for the March Extraordinary Release and future releases. As the technical work for MHHS has used REC V4 as baseline and to avoid industry impact we are renumbering the March release to 3.9.0 and the April release to 3.10.0.
