Due to the forecasted increase in inclement weather from Tropical Storm Debby and the uncertain impacts in Richland County, the County will be closed to the public on Thursday, Aug. 8. The County is expected to resume normal operating hours on Friday, Aug. 9. Increasing precipitation is expected in the area late Wednesday into Thursday morning with potential rainfall totaling 2-4 inches—elevating the risk for flash flooding. Maximum wind gusts of up to 30 mph are predicted this afternoon and up 20 mph tonight. Residents may still access business services and pay bills online during the closure by visiting www.richlandcountysc.gov. County Solid Waste and Recycling continues to operate on a normal schedule; however, residents may experience delays in curbside pickup as weather conditions deteriorate. Additionally, the County’s Emergency Operations Center is coordinating with the SC Emergency Management Division to take any necessary action. Have concerns or questions? For immediate release May 7, 2024 Overflow Action Alert issued Heavy rain is expected to impact the Chicagoland area today. Conserve water now to reduce the amount entering municipal sewers: • Delay showers and baths • Flush less frequently • Wait to run the dishwasher or washing machine Flooding and sewer backups can happen for a variety of reasons, ranging from conveyance of water flow in local pipes, the groundwater table, undersized drainage designs and roof loads, and sump pumps attached to house lines. MWRD staff work 24/7 protecting the water environment, mitigating flooding, managing waterway elevations, and keeping operations moving at its seven treatment plants. The MWRD treats an average of 1.47 billion gallons of wastewater per day, but that number can soar above 2 billion with intensive rainstorms. As part of the work to decide the future of housing in Brechin following the flooding, we are launching a survey today Tuesday 30 April until 14 May with residents in both social and private housing who have been directly affected. If you are a resident of the following streets: • River Street • Middleton Park • Nursery Lane • Meikle Mill • Nursery Park • Mitchell Drive • Eastmill Road Then we’d really like to hear from you! The survey is designed to study how the flooding has affected you and your household whether directly, or indirectly, and will help to build robust evidence to decide on future options for these areas. It is important that as many residents as possible complete the survey to ensure that everyone's voices and opinions are heard. There will be face to face consultation sessions arranged late May and early June (dates and venue to be confirmed) once the survey results are obtained and analysed which will allow residents to provide further details of their experience and expand on their survey responses.

“How accurate are media water reports?”   There will be stories, like the one in a recent Business Insider issue that carry headlines such as the following, “20 California Farms Use More Water Than Some States”.    California has almost 70 times the population of Wyoming and 7 times the population of Wisconsin, so what’s the underlying message of the article?   What this, and other media articles often ignore is the fact that, if any State has surplus water, even temporarily, then arguably, there is no supply issue as implied by the article if that surplus meets the demand shortfall (we monitor daily CVP/SWP operations and know exactly when our reservoirs spill and under what conditions).     For California, as demonstrated in previous years, including this most recent 2022-2023 water year, a volumetric surplus exists in virtually EVERY water year.    The fact that California has a significant annual flood control and stormwater commitment at the local, County, State and federal levels means that the State and the U.S. government both recognize this annual water surplus.   The long-standing water carryover challenge for California and elsewhere across the U.S. western States has always been a lack of operable storage, either above- or below-ground.   The U.S. public must remain attuned to the real data and inspect the results themselves; this will avoid blindly relying on media reporting.

A dangerous and potentially life-threatening rainfall event appears likely today and into tonight across portions of eastern Texas as heavy rainfall combined with saturated soils supports locally significant flooding of low-lying urban areas, streams, creaks, and some rivers. Rainfall rates of 1-2” / hour will be common in the Moderate and High Risk areas with localized rates exceeding 3”/hr, particularly within the High Risk region. Rainfall amounts of 3-5”with localized totals of up to 8.0” are possible. More than 1400 new housing consents have been granted on Auckland's flood plains since the devastating floods a year ago. Forest & Bird is urging Government to pass a policy that would give councils more power to stop new development in high-risk areas. https://buff.ly/4bCuhy3 The National Policy Statement for Natural Hazard Decision-making (NPS-NHD) would require councils to evaluate the likelihood of a hazard such as floods, earthquakes, or landslips, when making planning decisions in a given area. Forest & Bird freshwater advocate, Tom Kay says, “We’ve got an opportunity to reframe the way we live around rivers and floodplains and having this national policy statement in place would ensure we don’t put anyone else in harm’s way. It would allow communities to restore nature in flood zones – making room for rivers and re-establishing wetlands and forests."
