That’s because shelters become more familiar and less scary over time and the reliance on them becomes entrenched. Tracking data for the past 30 years, we know that for those who enter a shelter just once, the return rate is 40%. Governments want perfect solutions for homelessness - this is just stalling helping people now through being risk averse. We need to implement imperfect solutions that help our people here and now and iterate along the way. We just need action now and get people off the streets, benches and out of cars and tents into shelters where people can access support & services. Stalling and not encouraging solutions is literally killing our people who are on the streets. It is a disaster and it needs to be treated as such. We need accountability and the admission that we have a disaster - then we can move forward and start to help people. Last week’s Manhattan Supreme Court ruling that blocked City Council legislation expanding access to the CityFHEPS rental assistance program is profoundly disappointing. As many as 60% of families and 85% of single adults in VOA-GNY shelters do not meet the current onerous eligibility requirements for CityFHEPS vouchers. This ruling ensures that they will remain unable to access the vital rental assistance they need to live independently. Countless more New Yorkers who are struggling to afford their rent will have no choice but to enter the shelter system because they are unable to qualify for these desperately needed vouchers. At a time of record homelessness, New York should be doing everything in its power to expand access to critical benefits that help as many people as possible exit and avoid homelessness. Almost 40,000 young people aged 15-24 seek assistance from homelessness services in Australia each year; but almost half are still homeless afterwards. Included in this is almost 9,500 children aged 15-17 who have no parental support and no safe place to call home. This is a national emergency that requires national action. We've joined nearly 100 organisations across the country in supporting the Home Time campaign, calling on the Federal Government to invest in a national pool of 15,000 dedicated tenancies for young people and linked support services. 📈 Nearly 139,000 children are living in temporary accommodation, according to the latest homelessness statistics released by the government. This figure is up 14% on last year. As the number of families with dependent children in need of emergency housing rapidly grows, the standards within emergency accommodation must be urgently adapted to provide a safe and secure living environment for children and families. To help local authorities improve the conditions for families, Morris+Company's new report, funded by Commonweal, provides spatial guidance & design standards associated with family emergency accommodation. The report also calls for a new, more specific definition of emergency accommodation to denote places where people are housed for 56 days while local authorities carry out a duty of care assessment. I am a fierce advocate for Shelter First, I truly believe it is the single most important and crucial step at this time to provide stability, safety, security and access to services for those who are homeless. It is important to also point out that this is a transitional step whilst housing stock scrambles to catch up, but once it does, it facilitates an easier pathway towards getting our people back in a home. We do have a national emergency when it comes to homelessness and we should afford the sector the powers of disaster management and the appropriate levels of funding to allow a quick response to mobilise shelters - like we can in times of natural disaster. The mental and physical toll homelessness is having on our people is unimaginable and will have far reaching consequences now and in to the future. We should be doing everything within our powers to make sure no one is left outside and suffering. Governments need to step outside their comfort zones and get comfortable with imperfect solutions - it is better in my view to take the risk on helping our people rather than taking the risk not to help our people.
