In an increasingly interconnected world, the frameworks governing higher education across the UK play a crucial role in shaping collaborations, benefiting communities, enhancing regional development, and driving business innovation. With the devolved governance structure in place, each UK nation—England, Scotland, Wales, and Northern Ireland—has developed distinct frameworks to guide and evaluate their higher education institutions. Although research is funded UK-wide, teaching, students and knowledge exchange are devolved to different nations, and there are different fees and student finance policies between these nations. "To date, the national higher education field has developed multiple frameworks of metrics, thresholds, and consequences by which different oversight entities could hold institutions accountable for student outcomes. *Few proposals, however, provide sufficient detail about how federal, state, or institutional policies can properly coordinate, fund, design, support, and oversee improvement in student outcomes, and ideally do so as a coherent system.*" Please systems thinkers, apply.

States vary considerably in the degree to which they define, fund and collect data on noncredit offerings. And most state policymakers have limited information about the role noncredit education plays in the lives of learners and the competitiveness of the state economy. When developed with intention, dual enrollment provides learners with much more than just standalone academic credit. It helps them take the first steps on their specific journey into postsecondary education and their careers. Over the past year, we had the opportunity to participate in conversations on national pathways to ensure young people have equitable access to postsecondary opportunities that lead to good careers. Facilitated by Bellwether, participating organizations dedicated to equity, education, and career pathways focused on innovative policy solutions for issues in the field today. Advance CTE partnered with Jobs for the Future (JFF) and the College in High School Alliance to develop federal policy recommendations for shifting the role of dual enrollment in a learner’s education journey from a fragmented offering to a focused value add. These recommendations include data and accountability, new policy language, leveraging funding, systems alignment, and more. While #economicdevelopment and the workforce was listed as the top issue for 2024, all of the issues highlighted in the survey are intertwined. Addressing students’ basic needs (housing and food) will lower equity gaps and increase student success and completion, which will raise graduation rates. And that’s just one example.
