3moLeast expensive, and easiest solution to the Don River flooding is to dig a deeper trench for the water to run through. Raising the DVP can be done, but it would cost gazzilions of dollars, and the construction would probably last 25 years. Digging a deeper hole can likely be done in 3-4 years with the right crew.
