We are seeking esteemed advice from all on a couple of technical matters related to the design and durability of flexible pavements:1. **What is the maximum limit of Million Standard Axles (MSA) that can be considered for the design of flexible pavements?**  2. **In the case of flexible pavements, what can be the maximum Vehicle Damage Factor (VDF), and what percentage of vehicles can be considered for this factor?**3. ⁠Beyond which msa we should consider providing rigid pavement instead of flexible pavement Industry, academician and researchers guidance on these matters would be highly valuable, particularly in ensuring that the design and implementation of our projects are both technically sound and sustainable.

March 26, 2024, was a tragic day for many in Baltimore, MD, when a container ship collided with the Francis Scott Key Bridge, causing its collapse and resulting in numerous fatalities. To give you an idea, imagine a 100-story skyscraper turned on its side, floating down a river. The Dali, which collided with a support for Baltimore's Key Bridge, is 984 feet long—about the height of the Eiffel Tower and over 100 feet longer than North Carolina's tallest building. A ship like the Dali, traveling at just 9 mph with its container load, can exert millions of pounds of horizontal force upon impact, depending on how quickly the ship slows down. Building a bridge that can withstand or deflect such immense force is extremely challenging and often prohibitively expensive.
