The rollback of freebies by Himachal Pradesh government in the wake of severe financial crisis should become a case study of the possible hazards of politically motivated public welfare policies without any financial forecasting. If one remembers, Himachal Pradesh was one of the first states to go back to the Old Pension Scheme as well in spite of repeated flags raised by no less than the RBI governer himself, among others. Piling on the debt burden of a state to offer unsustainable welfare should be discouraged at the highest level especially when we as a nation are trying to reduce the fiscal deficit and becoming more self reliant. The public coffers don’t just fill by themselves and a lot of aspiring political leaders fail to understand this. Governance should be as much about generation of revenues as it is about equitable distribution of resources.

As a result of declining demographic growth, rising aging, and widening social, economic and political inequality, Europe's welfare state is in question. It is clear that the future of the welfare state in Europe stands on unstable economic ground. Which will have fateful implications at all levels. Consequently, these changes will result in a number of challenges that are likely to be of great importance in the coming decades. Where Europe is expected to face a decline in the number of working-age population and a possible decline in the size of the labor force. Inevitably, this reality will raise strategic questions about the available European options and alternatives, especially at the level of the dialectical relationship between demographic growth, the welfare state. Therefore, this reality requires raising many question marks related to the following problematic: Can protect the welfare state and continue economic growth under the weight of a declining fertility rate and a high aging rate?
